Health and Safety Officer
The Health \& Safety Officer is responsible for promoting, implementing, and monitoring a culture of workplace health and safety across all departments of the hospital.
The postholder will work to minimise risks to staff and other interested parties, ensure compliance with Irish occupational health and safety legislation, and support the delivery of a safe and healthy working environment. This role is critical in aligning hospital practices with national guidelines including those from the HSE, HSA, HIQA, and relevant statutory requirements, and accreditation criteria for CHKS.
Key Responsibilities
1\. Health \& Safety Governance
- Ensure compliance with the Safety, Health and Welfare at Work Act 2005, associated regulations, and hospital policies.
- Development, implementation, and review of the Hospital Safety Statement, hazard identification and risk assessments, and health and safety policies and procedures.
- Conduct health and safety audits and inspections across clinical and non\-clinical areas to proactively identify risks to safety, health and welfare.
- Investigate health and safety accidents and incidents including injuries, exposures, slips/trips, manual handling injuries, and violence/aggression events.
- Facilitate and document root cause analysis and support development of corrective actions.
- Participate actively in new projects or developments to ensure there is effective health and safety input in the design stage.
- Ensure timely incident reporting through the hospital’s risk management system (e.g., NIMS).
- Provide support as required with the H\&S requirements of all contractors.
- Deliver and / or coordinate mandatory safety training for hospital staff (e.g., manual handling, sharps safety, PPE use, fire safety, lone worker safety).
- Participate in staff induction programmes with a focus on health and safety awareness.
- Promote continuous staff engagement and consultation on health, safety and welfare through campaigns, posters, and communication channels.
- Liaise with Occupational Health, Infection Prevention \& Control, Facilities Management, and Security to manage cross\-functional risks.
- Participate actively in the hospital’s Health \& Safety Committee, Risk Committee, and Environment of Care groups.
- Support and coordinate the hospital's fire safety management arrangements in conjunction with Facilities Management and other designated responsible persons, including fire risk assessments, fire prevention measures, evacuation procedures, fire drills, staff training and maintenance of appropriate fire safety records. Monitor identified fire safety actions and support compliance with applicable fire safety legislation, guidance and hospital policies.
- Support the development and review of means of escape and evacuation arrangements, including Personal Emergency Evacuation Plans (PEEPs) where applicable, with due regard to patients and others who may require assistance to evacuate.
- Assist with hospital emergency preparedness planning and drills (e.g., fire, hazardous materials, violent events).
- Maintain a register of staff safety risks and incidents.
- Analyse data on health, safety and welfare performance such as injuries, near misses, audit outcomes, etc in order to identify trends and areas for improvement. Report these findings to senior management.
- Prepare submissions or support for HSE, HSA, or HIQA inspections or queries.
- Support and promote environmentally sustainable practices across the hospital through responsible use of water, energy, consumables and equipment, appropriate waste segregation, and adherence to the hospital's sustainability policies and initiatives.
- Work collaboratively with Facilities Management, Procurement, Infection Prevention \& Control and clinical departments to identify environmental risks and opportunities, ensuring sustainability initiatives do not compromise staff safety, patient safety or infection prevention requirements.
- Support sustainability and environmental audits, action plans and improvement projects. Assist with monitoring relevant measures, including waste, water, energy and resource use, and report findings and outstanding actions to management.
- Promote staff awareness and engagement in waste reduction, recycling, responsible resource use and other sustainability initiatives through training and communication activities.
- Consider health, safety and environmental impacts when supporting new projects, contractor arrangements, procurement decisions and changes to hospital processes, and escalate significant environmental risks or incidents through the appropriate governance channels.
*Knowledge/Experience*
- A degree in Occupational Health and Safety, Environmental Health, Nursing, Healthcare Risk Management, or a related discipline.
- A minimum of 3\-5 years' relevant experience in a health and safety role, preferably in a healthcare or hospital environment.
- In\-depth knowledge of Irish health and safety legislation, HSA and HIQA requirements.
- Proficiency in MS Office (especially Excel and Word)
- Ability to manage multiple priorities and work collaboratively across departments.

- Ability to facilitate training sessions and support culture change initiatives
