The Opportunity
The York and North Yorkshire Combined Authority is seeking to appoint a Compliance Manager (Deputy Data Protection Officer) for the Compliance Team within the Central Services Directorate. The Compliance Manager (Deputy Data Protection Officer) plays a critical leadership role in ensuring the York and North Yorkshire Combined Authority maintains the highest standards of information governance, data protection, information security and regulatory compliance. Reporting to the Head of Compliance and Data Protection Officer, the post holder leads the day\-to\-day operation of the compliance function, manages a specialist team, oversees information requests and data governance processes, and acts as Deputy DPO when required. The role requires providing expert advice on GDPR, Freedom of Information and information governance matters, developing organisational policies and standards, managing stakeholder relationships across partner organisations, and ensuring compliance with statutory obligations while supporting organisational resilience and continuous improvement.
Experience
- Significant experience of UK Data Protection legislation and practice, including GDPR.
- Recent experience within information governance, data security, records management, compliance, or a related field.
- Experience of delivering training and tailoring communications to different audiences.
- Experience working in a confidential, highly regulated environment.
- Experience managing, developing and appraising staff and teams.
- Experience influencing and developing governance policies, procedures and organisational strategy.
- Experience building and maintaining effective relationships with senior stakeholders, partners and external organisations.
- Ability to operate effectively within a politically sensitive and public\-facing environment.
- Understanding of the data protection requirements associated with Combined Authority, Policing and Fire \& Rescue functions.
- Educated to degree level or able to demonstrate equivalent relevant professional experience.
- Literacy, numeracy and ICT qualifications at Level 2 or equivalent.
- Qualification in Information Governance, Data Protection or a related discipline (desirable).
- Commitment to ongoing professional development.
- Strong knowledge of information governance legislation, data protection law, Freedom of Information requirements and public sector decision\-making processes.
- Ability to provide expert advice on complex information governance and compliance issues.
- Strong leadership skills with the ability to motivate teams, drive service improvements and build organisational buy\-in.
- Excellent stakeholder management, influencing and negotiation skills.
- Ability to communicate complex technical and legal information clearly to a range of audiences.
- Excellent planning, organisational and prioritisation skills, with the ability to manage multiple competing priorities and meet statutory deadlines.
- Strong analytical, research and problem\-solving abilities.
- High levels of integrity, discretion and confidentiality.
- Ability to work collaboratively across services, partner organisations and senior leadership teams.
- Politically astute, resilient, adaptable and committed to public service values.
- Ability to work flexibly, travel throughout the region and occasionally attend meetings outside normal working hours.
- Willingness to undergo North Yorkshire Police vetting.
