This role works within the Digital, Data and Technology (DDaT) directorate and exists to ensure organisational change delivers solutions that solve the Commission’s most critical business problems. It will play a critical role in delivering the Commission’s Futures Programme; a strategically important 3\-year transformation initiative, designed to modernise how the organisation operates and delivers value in a complex and diverse regulatory environment.

As a Senior Business Analyst, you will play a critical role in supporting the successful delivery of this programme. Working at the intersection of policy, operations, digital and data, the postholder will provide expert business analysis support across multiple service towers. They will shape and define business outcomes, translate strategic intent into clear and actionable requirements, and ensure solutions are designed around user needs while delivering measurable benefits. The role requires strong stakeholder engagement, analytical rigour and the ability to operate confidently in a dynamic, programme‑level environment, contributing directly to the long‑term success of the Commission Futures Programme.

Key Responsibilities:

  • Promote Best Practice. You will act as an advocate for Business Process analysis promoting the tools and techniques required to support a ‘sound investment’ for product development, demonstrating its value across differing project methodologies. You will coach teams to adhere to the agreed approach and provide specialist advice and support to adapt to new ways of working/when required. You will help teams to manage and visualise outcomes, prioritise work items and work to agreed minimum viable product (MVP) and scope. You will be a capable leader, able to negotiate within a group setting as well as with individuals. You will be able to motivate a team, be a self\-starter, offer support alongside being decisive and be able to work alone and meet tight timescales.

  • Business analysis. You will take responsibility for complex or contentious investigative work into problems and opportunities in existing and new services. You will drive the analysis and collection of information to create recommendations for service improvements. You will analyse large amounts of complex information, validating potential impacts and formulating proposals for solutions.

  • Business improvement process. You will analyse current services and processes and identify and implement opportunities to optimise these and clearly articulate and evidence the value to the organisation. You will help to evaluate and establish requirements using relevant techniques such as gap analysis.

  • Digital perspective. You will have a comprehensive understanding of technology and product development in a technical setting, you will have the appropriate certification and experience in order to competently identify and support the implementation of complex digital solutions.

  • Process prioritisation management. You will establish the impact of change initiatives, which will inform the subsequent prioritisation, whether low or high complexity. You will lead on detailed design analysis, requirements population and take responsibility for the investigation and incorporation of changes into portfolio investment scope.

Ability:

  • Innovation. You can lead others to innovate in their work as well as enabling them to innovate on their own.

  • Stakeholder relationship management. You can influence stakeholders and manage relationships effectively. You know how to build long\-term strategic relationships and communicate clearly and regularly with stakeholders.

  • User focus. You know how to collaborate with user researchers and can represent users internally. You understand the difference between user needs and the desires of the user. You can champion user research to focus on all users. You can prioritise and define approaches to understand the user story, guiding others in doing so. You can offer recommendations on the best tools and methods to be used.
Experience:
  • Business Analysis. Previous experience of working in a BA role and managing a team of BAs.

  • Delivery methods. Experience of supporting both waterfall and agile delivery methodologies.
Technical:
  • Business modelling. You can model more advanced and complex situations across more than one business function or programme. You know how to gather insight from senior stakeholders and communicate modelling results clearly to them.

  • Enterprise and business architecture. You can contribute to the creation and maintenance of the target operating model and identify the impact on operational service.

  • Methods and tools. You know how to ensure that teams are using the right tools and methodologies and promote their use.

  • Qualifications. BCS International Diploma in Business Analysis (or equivalent) or APMG Agile Business Analysis Foundation \& Practitioner
