Procurement plays a vital role in supporting our operation. From engineering and infrastructure to corporate services and technology, our Procurement team ensures we obtain the right goods, works and services safely, compliantly and with maximum value for money.

We're looking for a Procurement Manager to help drive commercial excellence, strengthen supplier relationships and support the successful delivery of our franchise commitments.

The Role
------------

As Procurement Manager, you will lead end\-to\-end procurement activity across a diverse range of categories, delivering commercially robust sourcing solutions that support the safe and efficient operation of the railway.

Working closely with stakeholders across the business, you'll develop sourcing strategies, manage competitive tender exercises, negotiate contracts and ensure procurement activity complies with the DLR Franchise Agreement, TfL Responsible Procurement principles and KAD governance requirements.

You'll also support supplier due diligence, embed ESG and Responsible Procurement principles, manage procurement risks and provide commercial insight that delivers measurable value for money.

This is an excellent opportunity for an experienced procurement professional who enjoys balancing strategic sourcing, stakeholder engagement and commercial delivery within a complex operational environment.

What You'll Do
------------------

  • Lead end\-to\-end procurement projects from planning through to contract award and mobilisation.

  • Develop sourcing and category strategies aligned to operational and business priorities.

  • Manage competitive tender exercises, supplier evaluations and commercial negotiations.

  • Ensure procurement activity complies with franchise obligations, governance requirements and procurement policies.

  • Deliver value for money through effective commercial analysis and total cost of ownership principles.

  • Conduct supplier due diligence and manage procurement and supply chain risks.

  • Embed Responsible Procurement principles including sustainability, social value and ethical sourcing.

  • Work collaboratively with operational teams, budget holders and suppliers to deliver successful procurement outcomes.

  • Produce procurement reporting, spend analysis and performance insights to support strategic decision\-making.

  • Support continuous improvement initiatives across procurement processes, systems and controls.
What You'll Need
--------------------

Essential


  • Degree\-level qualification (or equivalent experience) in Business, Procurement, Supply Chain, Commercial Management or a related discipline.

  • MCIPS qualified, working towards MCIPS, or equivalent procurement experience.

  • Proven experience delivering end\-to\-end procurement activities, including tendering, negotiation and contract award.

  • Strong commercial and contract management experience.

  • Experience operating within a regulated, technical or operational environment such as rail, transport, engineering or infrastructure.

  • Excellent stakeholder management and influencing skills.

  • Experience managing supplier risk, governance and procurement compliance.

Desirable


  • Experience within the rail or wider transport sector.

  • Knowledge of Responsible Procurement, ESG or sustainability initiatives.

  • Experience using procurement, ERP or contract management systems.
