Job description

The Procurement Unit aims to provide commercial focus in the procurement service it provides to the organisation and to implement a more consistent approach to managing strategically important contracts in accordance with the Government Commercial Function principles to help us meet the challenges we face and support the business in delivering its regulatory and commercial functions.

To achieve this, we deliver a centralised requisitioning and procurement function, including non\-catalogue requisitions, sourcing, tendering and contract letting activities. We provide contract management for HSE's central services contracts, overseeing contractual arrangements and supplier relationships, while supporting the Science Directorate with sales and commercial contracting opportunities.

We maintain a contract management framework to ensure high\-value and strategically important contracts are managed effectively and in line with Government Commercial Function principles. The role is responsible for delivering procurement and contract letting activities and managing one or more central services contracts.

We ensure contracts deliver value for money and operational effectiveness, while maintaining policies, processes and methodologies that support commercial activities. We also monitor Service Levels, Service Standards and Key Performance Indicators to support effective service delivery.

Key Responsibilities;

  • Line management responsibility – 1 direct report based in Bootle;

  • Manage end\-to\-end procurement and contract letting processes in accordance with the relevant Procurement Regulations;

  • Support internal stakeholders in all aspect of the contract letting process including pre\-market engagement; developing procurement strategies; developing statement of service requirements and evaluation approaches ensuring the timely re\-competition and extension of contracts to support business requirements;

  • Manage the procurement process, supporting stakeholders throughout the negotiation and contract management process;

  • Manage supplier performance and conduct service reviews for central service contracts, if applicable;

  • Oversee the administration process of contracts and supplier management, including liaison with stakeholders and HSE business representatives as required;

  • Support the management of a contracts register for all HSE contracts, updating the supplier and contract database and providing general advice on the contracts, suppliers and processes in place.
Please note that this post will initially be based within the Health and Safety Executive (HSE). However, the role may be subject to transfer to the Building Safety Regulator (BSR). Should such a transfer occur, the successful candidate will be required to transfer to the BSR as part of their role.

Person specification

Essential skills and criteria;

  • Experience of managing an end\-to\-end procurement process whilst ensuring compliance and adhering to set guidelines;

  • The skills to persuade, influence and negotiate with internal and external stakeholders both written and oral;

  • The ability to write Statement of Service Requirements in line with the relevant
published regulations;
  • History of Contract management/negotiation,

  • Ability to work as part of a team and use initiative to deliver outcomes.
Hybrid Working

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
