Role Purpose
The role will ensure the effective coordination, delivery and continuous improvement of services that address fuel poverty and decarbonisation, integrating community engagement with high\-quality retrofit delivery across Severn Wye’s operational areas.
The Operations Manager will take overall operational management responsibility for the Energy Services department, encompassing both Home Retrofit and Sustainable Communities programmes.
The postholder may be required to deputise for the Director of Energy Services
The role provides essential leadership capacity to the Energy Services team to maintain performance, manage risk, and support the Director of Energy Services with service delivery.

Full time \- 37 hours per week with flexible working available over 4 or 5 days
Part\-time hours may be considered 0\.8 FTE/ 30 hours per week
Salary
£ 40,000\-£45,000 per annum (pro rata for part time)

Key Responsibilities
Operational Leadership \& Team Management* + Responsible for the day\-to\-day operational leadership of the Energy Services department, including both Home Retrofit and Sustainable Communities teams
- + To coach and support the Energy Services Managers and team leaders
- + To ensure that the Energy Service teams, are supported to undertake effective people management, including completion of probationary reviews, appraisals, regular 1:1’s, sickness absence management, coaching, training and development.
- + To work collaboratively with HR and team managers to support performance management where necessary
- + Continue the development and maintenance of a supportive, inclusive and high\-performing culture
- + Work with the Director of Energy Services and team managers to ensure effective workforce planning, coordination and prioritisation across all programmes
- + Support and develop teams to manage increasing demand, competing priorities and delivery pressures
- + Ensure programmes meet targets, milestones, KPIs and contractual requirements
- + Maintain high standards of delivery, consistency and quality assurance
- + Drive integration between community\-led approaches and technical retrofit delivery
- + Actively manage delivery risks arising from programme scale and complexity
- + Ensure appropriate record keeping and document control.
- + Directly manage Energised Communities budgets and oversee finances across all Energy Services programmes
- + Work collaboratively with Finance to ensure robust financial monitoring and reporting and support Director of Energy Services with future budget forecasting and preparation
- + Responsible for ensuring all project delivery remains within agreed financial parameters
- + Support resource prioritisation and allocation across competing project demands
- + Represent Severn Wye at meetings, events and forums with senior key stakeholders
- + Promote collaboration internally across teams and externally with delivery partners
- + Maintain oversight of risk management across all Energy Services programmes
- + Ensure audit readiness and compliance with funder requirements
- + Uphold consistently high\-quality standards across Energy Services programmes
- + Identify, mitigate and escalate appropriately any risks linked to workload, delivery and resource pressures.
- + Responsible for accurate, timely reporting to internal and external stakeholders
- + Use data and insight to drive continuous improvement and service development
- + Contribute to strategic planning and development of Energy Services
- + Support growth across both Home Retrofit and Sustainable Communities Energy Services teams
- + Work closely with the Director Energy Services to shape future service direction
Essential* + Strong leadership and people skills with demonstrable experience of managing and developing teams
- + Educated to degree level or with or equivalent experience in the home retrofit, energy efficiency and community energy sectors
- + Demonstrable experience of approaches such as Asset Based Community Development
- + Demonstrable experience of managing large or complex public sector or government\-funded programmes including delivering and managing budgets, resources, risks and performance
- + Experience of partnership working
- + Experience in monitoring, evaluation and data analysis
- + Excellent written and verbal communication skills
- + Strong organisational skills with the ability to manage multiple priorities
- + Confident IT skills (Word, Excel, PowerPoint, databases)
- + Ability to travel across UK, Wales and border counties, with some requirement for national
- + Flexible, proactive and adaptable approach
- + Project management qualification (Level 5\)
- + Experience facilitating/or oversight of stakeholder engagement or community events
- + Experience of collaborating with fundraising team to secure funding or write tenders
- + Technical knowledge relevant to housing, retrofit or sustainability
