About the role
This is a permanent, full\-time opportunity to support the delivery of reliable, secure, and resilient technology services across KeolisAmey Luas. The IT Operations Manager will support the security, resilience, and operational effectiveness of the organisation's IT and Operational Technology environments.
This includes enterprise IT services, cybersecurity governance, cyber risk management, regulatory compliance, vendor oversight, infrastructure resilience, and support for operational systems within a critical light rail infrastructure setting.
The post\-holder plays a key role in driving compliance with applicable national and EU cybersecurity frameworks, including NIS2 requirements as they apply to essential services. The successful candidate will help ensure technology services are reliable, secure, well\-governed, and aligned to the needs of a busy public transport operation.
The role requires a strong IT and cybersecurity leader with experience in regulated, operationally intensive, safety\-critical, or infrastructure\-led environments. Experience in transport, rail, utilities, energy, engineering, public infrastructure, or other critical services sectors will be strongly considered.
Key Responsibilities
In this role, the successful candidate will oversee the following:
- IT strategy, ensuring alignment with corporate objectives and the operational demands of critical rail infrastructure.
- IT service delivery end\-to\-end, including infrastructure, networks, end\-user computing, enterprise applications, and cloud/hybrid environments.
- IT budgets, vendor relationships, procurement activity, service contracts, and supplier performance.
- IT governance frameworks, policies, procedures, and standards appropriate to the organisation's risk profile.
- Cybersecurity strategy across prevention, detection, response, and recovery across IT and OT environments.
- Security architecture reviews, penetration testing, vulnerability assessments, and security audits.
- The cybersecurity posture of operational technology systems, including signalling, train control, SCADA, trackside communications, and related operational systems.
- NIS2 compliance support, ensuring obligations are managed appropriately as an operator of essential services, including supply chain and third\-party risk management.
- Engagement with the CRR on IT and cybersecurity matters, including regulatory reporting, audits, and compliance submissions.
- Regular reporting to senior leadership, the Chief Executive, and Board\-level stakeholders on IT performance, cybersecurity posture, risk exposure, and regulatory compliance.
- Business continuity, disaster recovery, and operational resilience planning across critical technology services.
- Effective working relationships with regulators, suppliers, operational teams, group technology teams, and external partners.
- Day\-to\-day leadership and support of multidisciplinary IT and cybersecurity teams.
- Minimum of 8 to 10 years' experience in IT leadership roles.
- At least 5 years' experience working directly with cybersecurity operations, governance, or risk management.
- Experience working in a regulated environment, ideally within critical infrastructure, transport, rail, utilities, energy, or public services.
- Proven experience managing IT operations, infrastructure, networks, applications, vendors, and service delivery.
- Experience working with both IT and Operational Technology environments.
- Strong understanding of cybersecurity frameworks and standards, including ISO 27001, NIST CSF, IEC 62443, and CIS Controls.
- Experience supporting cybersecurity compliance, audit activity, regulatory engagement, and risk reporting.
- Familiarity with NIS2 obligations, or previous experience with NIS1 or similar cybersecurity regulatory frameworks.
- Experience leading or supporting incident response, including coordination with national CSIRTs, law enforcement, and other external agencies where required.
- Strong people leadership skills, with experience building, managing, and developing multidisciplinary teams.
- Ability to communicate technical, operational, and cyber risk matters clearly to senior leaders and Board\-level stakeholders.
- A Level 8 degree in Computer Science, Information Technology, Cybersecurity, Engineering, or related discipline.
- A postgraduate qualification in cybersecurity, information security management, or a related field would be an advantage.
- Professional certifications such as CISSP, CISM, CRISC, CISA, or equivalent would be desirable.
- Experience in the rail or wider transport sector would be advantageous.
- Familiarity with rail\-specific operational technology systems such as signalling, RTMS, AVLS, SCADA, or related control systems would be beneficial.
- Knowledge of ISO 55001 and its relevance to asset management and cybersecurity in infrastructure\-led organisations would be an advantage.
- Experience with cloud security architecture across Azure, AWS, GCP, or hybrid environments.
- Understanding of the Cyber Resilience Act and its implications for supply chain security.
- Experience contributing to or leading business continuity and disaster recovery planning in a critical services environment.
- Understanding of Irish public sector governance, procurement, and regulatory environments.
