Are you passionate about road safety, parking management and improving the highway network for local communities? Luton Borough Council is looking for an enthusiastic and skilled Assistant Engineer – Parking and Safety to join our dedicated Highways team.
This is an exciting opportunity to play a key role in developing and delivering engineering solutions that improve road safety, traffic management and accessibility across the Borough.
Working closely with the Network and Safety Manager, you will investigate road safety and parking issues, design and implement engineering solutions, and help deliver the Highway Services element of the capital works programme.
You will provide an integrated approach to project management, contract administration and the delivery of highway and civil engineering schemes that enhance the safety and efficiency of the road network for all users.
The role involves collaboration with a wide range of partners including the Police, Borough Councils, public bodies, contractors and internal stakeholders to deliver innovative and community\-focused transport solutions.
You will also play an instrumental role in developing and implementing:
- Parking restrictions
- Controlled Parking Zones (CPZs)
- Traffic Exclusion Zones (TEZs)
- Road safety initiatives and traffic management schemes

About you
-------------
We are seeking a motivated individual with experience in road safety, parking schemes and highway engineering projects, including project, performance and budget management.
You will have:
- Experience prioritising, developing and implementing engineering work programmes
- Experience reviewing accident data and analysing 85th percentile speed data on highway networks
- Strong communication skills with the ability to explain complex technical issues to a variety of audiences
- The ability to work collaboratively and negotiate effectively with contractors and stakeholders
- Experience producing clear reports and correspondence on complex issues
- Strong organisational skills with the ability to manage workloads, deadlines and budgets using your own initiative
- Good IT skills including Microsoft Office
- Knowledge and understanding of equality legislation and inclusive service delivery
- Knowledge of highways, traffic and contract legislation and regulations
- Knowledge of project management principles and techniques
- Working knowledge of the TSRGD
You will hold:
- HNC/HND, Degree or equivalent qualification in Engineering or a related discipline
- Ability to attend meetings at sites throughout the Borough on a regular basis using your own vehicle
- Ability to attend occasional meetings and emergencies outside normal working hours (approximately 12 times per year)
