Role Purpose
Ontime Logistics is seeking an experienced and fully qualified Transport Manager to take ownership of the driver compliance function within our HGV transport operation.
This is a specialist compliance role rather than a general transport planning position.
Responsibility for transport compliance is divided between two Transport Managers. The Fleet Transport Manager has primary responsibility for vehicle maintenance, roadworthiness, PMIs, MOTs, defects and workshop compliance.
This position has primary responsibility for driver compliance, ensuring that our drivers, systems, records and operational processes consistently meet the requirements of our Operator Licence and UK/EU transport legislation.
The successful candidate will be expected to actively manage compliance rather than simply report exceptions. This includes identifying issues, investigating root causes, working directly with drivers and operational management, implementing corrective actions and ensuring that appropriate records and audit trails are maintained.
Key ResponsibilitiesDrivers' Hours \& Tachograph Compliance
- Monitor drivers' hours and tachograph compliance across the operation.
- Review tachograph data and infringement reports.
- Investigate drivers' hours infringements and establish root causes.
- Conduct infringement debriefs with drivers and maintain signed records.
- Identify repeat infringements and behavioural trends.
- Escalate serious or repeated non\-compliance appropriately.
- Monitor daily and weekly driving limits.
- Monitor daily and weekly rest requirements.
- Monitor reduced weekly rest and compensation requirements.
- Monitor extended driving periods and reduced daily rests.
- Review manual entries and other tachograph recording requirements.
- Monitor Working Time Directive compliance.
- Ensure driver card and vehicle unit downloads are completed within required timescales.
- Investigate missing mileage and unaccounted vehicle movements.
- Identify drivers responsible for unexplained movements.
- Obtain and maintain appropriate supporting records and explanations.
- Investigate driving undertaken without an appropriate driver card.
- Monitor recurring missing\-mileage trends and implement corrective actions.
- Maintain a clear audit trail demonstrating investigation and closure of exceptions.
Maintain accurate and current compliance records including:
- Driving licences and entitlement checks.
- Driver CPC / Driver Qualification Card validity.
- Tachograph card validity.
- Right\-to\-work documentation where applicable.
- Driver declarations and required compliance documentation.
- Agency driver compliance documentation.
- Training records.
- Infringement and disciplinary records.
Driver Inductions
Own the driver compliance induction process for permanent, casual and agency drivers.
Ensure new drivers understand:
- Drivers' hours rules.
- Working Time Directive requirements.
- Tachograph operation.
- Manual entries.
- Defect reporting.
- Accident and incident reporting.
- Company compliance policies.
- Driver responsibilities under the Operator Licence.
- Company escalation and communication procedures.
Driver Training
- Identify training requirements from compliance data.
- Deliver or coordinate refresher training.
- Provide targeted coaching following infringements.
- Identify recurring trends requiring wider driver communication or training.
- Maintain appropriate evidence of all training undertaken.
Conduct structured investigations into serious or repeated compliance failures.
Establish:
- What happened.
- Why it happened.
- Whether the driver understood the requirement.
- Whether an operational or planning decision contributed.
- Whether further training is required.
- Whether formal management or disciplinary action is appropriate.
- What action is required to prevent recurrence.
Work closely with the transport planning team to ensure operational plans remain achievable within drivers' hours and Working Time requirements.
Challenge proposed movements where they present an unacceptable compliance risk.
Identify recurring operational practices that contribute to infringements and work with management to implement corrective action.
The Compliance Manager is expected to escalate any instruction or operational practice that could compromise legal compliance.
Compliance Reporting
Produce regular compliance reporting covering areas including:
- Total infringements.
- Serious infringements.
- Repeat infringements.
- Missing mileage.
- Driver card download compliance.
- Vehicle unit download exceptions relating to driver activity.
- Licence checks.
- CPC/DQC expiry.
- Training outstanding.
- Driver inductions.
- Working Time exceptions.
- Compliance investigations.
- Corrective and disciplinary actions.
Audit Readiness
Maintain driver compliance records in an organised and audit\-ready condition.
Support the business during DVSA, Traffic Commissioner, customer or other regulatory compliance audits.
Ensure appropriate evidence is available to demonstrate that compliance issues are identified, investigated and acted upon.
Working Relationship with Fleet Transport Manager
Ontime operates a split Transport Manager structure.
The Fleet Transport Manager has primary responsibility for:
- Vehicle roadworthiness.

Essential Requirements
Candidates must have:
- Transport Manager CPC – Road Haulage.
- Strong working knowledge of UK and EU drivers' hours legislation.
- Strong tachograph knowledge.
- Practical experience managing HGV driver compliance.
- Experience investigating and closing drivers' hours infringements.
- Experience investigating missing mileage and tachograph exceptions.
- Good understanding of Working Time requirements.
- Experience maintaining driver compliance records.
- Strong IT and reporting skills.
- Ability to communicate confidently with HGV drivers, planners and senior management.
- Ability to challenge unsafe or non\-compliant operational decisions.
- Strong attention to detail and record keeping.
- Previous Transport Manager or Compliance Manager experience.
- Experience within a 40\+ vehicle HGV fleet.
- International transport experience.
- DVSA or Traffic Commissioner audit experience.
- Experience delivering driver compliance training.
- Experience working with tachograph analysis and telematics systems.
We are looking for somebody who takes genuine ownership of compliance.
The successful candidate will be comfortable working directly with drivers and operational teams and will have the confidence to challenge poor practice when necessary.
This role requires someone who can identify a compliance problem, understand why it has occurred, implement corrective action and demonstrate through clear records that the issue has been properly managed.
The position would suit an experienced Compliance Manager, Transport Manager, Assistant Transport Manager or Driver Compliance professional who holds the Transport Manager CPC and wants to take ownership of a substantial driver compliance function.
Pay: £35,000\.00\-£40,000\.00 per year
