Supported Accomodation Improvement Consultant
The Strategic Development and Compliance Consultant will lead the design, development, and implementation planning of new adult and young people’s services over a 12\-month period. The role will focus on policy review, regulatory compliance, market research, service design, financial modelling, stakeholder engagement, and readiness for operational delivery.
The postholder will support the organisation to strengthen its service offer, ensure compliance with relevant regulatory frameworks, and develop a clear, evidence\-based roadmap for sustainable growth, including opportunities relating to exempt accommodation, enhanced housing benefit, social housing partnerships, and potential Registered Provider status.

Essential Experience and Knowledge
- Proven experience in service development, strategic planning, or consultancy within social care, housing, supported accommodation, or related sectors.
- Strong understanding of regulatory and compliance frameworks relevant to supported housing, adult services, and/or young people’s services.
- Experience of policy review, service design, and operational planning.
- Experience conducting market research, feasibility studies, and financial modelling.
- Knowledge of exempt accommodation, housing benefit processes, and partnership working within housing or care sectors.
- Excellent report writing, analytical, and project management skills.
- Ability to engage effectively with senior leaders, stakeholders, regulators, and partners.
- Knowledge of Registered Provider requirements and social housing regulation.
- Experience working with Ofsted\-regulated or supported accommodation services.
- Experience in grant funding strategy and business development.
- Understanding of local authority commissioning and housing partnerships.
