Role Overview
We are seeking an experienced Senior Quantity Surveyor (Pre\-Contract) to support the commercial development and procurement of major energy infrastructure projects.
This role is focused on client\-side commercial assurance, budgeting, and procurement, working closely with Project Managers to develop robust business cases, validate project budgets, and manage the tendering process. This role centres on cost assurance, affordability, and commercial governance across early project phases.
You will play a key role in ensuring that projects are commercially viable, well\-procured, and aligned with regulatory and organisational requirements before entering delivery.
Key Responsibilities
Project Budgeting \& Business Case Support
- Support delivery teams in developing project budgets and cost forecasts for business case submissions
- Provide independent review and challenge of cost estimates and assumptions
- Ensure budgets align with programme constraints, risk profiles, and funding approvals
- Contribute to investment cases and governance submissions
- Review and assure third\-party cost estimates (consultants, designers, contractors)
- Assess cost risks, allowances, and contingencies
- Ensure consistency with client cost structures and reporting frameworks
- Support internal approvals processes and stage\-gate governance
- Lead or support end\-to\-end procurement activities
- Prepare and review:
o Pricing schedules
o Contract documentation
- Manage tender processes in line with internal governance and audit requirements
- Undertake detailed evaluation of tender submissions, including:
o Programmes and delivery strategies
o Risk registers and assumptions
o Commercial terms and departures
- Identify key commercial risks, gaps, and opportunities
- Provide structured recommendations to support supplier selection decisions
- Support development of contracting strategies aligned with project objectives
- Provide input into NEC contract scope, pricing approach, and risk allocation
- Review and advise on contract terms and deviations
- Work closely with:
o Procurement teams
o Technical and delivery stakeholders
- Provide clear commercial reporting and input to senior decision\-makers
Requirements Qualifications \& Memberships
- Degree in Quantity Surveying, Commercial Management, or equivalent
- Chartered or working towards:
- + MRICS (RICS) or MInstCES (CICES)
- Strong experience in pre\-contract commercial roles within infrastructure or energy
- Experience supporting business case development and project budgeting
- Proven track record in:
o Tender evaluation and commercial assessment
o Cost assurance
- Working knowledge of NEC3/NEC4 contracts and procurement strategies
- Experience on National Grid or regulated utility frameworks (highly desirable)
- Ability to challenge cost data and interrogate contractor submissions
- Strong analytical, reporting, and stakeholder engagement skills
- Experience using tools such as:
- Ability to operate across multiple projects or complex programmes
