The Council has a statutory duty under the Traffic Management Act 2004 (TMA) to ensure the safe and expeditious movement of traffic. The Network Management team is responsible for ensuring that all works affecting the highway in Leeds are coordinated, carried out safely and with minimum disruption

As one of the Network Management team’s Senior Network Management Engineers in the Highways \& Transportation Service you will thrive on ensuring effective operation of the city’s highway network, preventing unnecessary disruption for people, goods and services. We work closely with internal and external parties for the planning and delivery of projects and ensure compliance with codes of practice, as well as working with the public and elected representatives to answer queries and resolve issues that may arise. You will be a key individual involved in the city’s proposed Lane Rental Scheme which has been approved by the Department for Transport.

About you
-------------

As a Senior Network Management Engineer, you will bring to the role:

• Significant Knowledge of highway engineering and construction, highway network management and associated legislation/codes of practice including the planning, performance and safety of projects affecting the public highway.


• Significant knowledge and experience of Streetworks Permitting


• Significant knowledge of the aims and objectives of Lane Rental Schemes


• Experience of gathering a wide range of information and accurately entering and retrieving data/information from digital and manual systems, preparing and presenting reports and data to a wide range of audiences, including preparing technical reports and spreadsheets and interpreting engineering and traffic management drawings.


• Substantial experience of communicating appropriately and effectively with a wide range of people including internal and external partners, customers and members of the public, through a variety of different methods, influencing views and behaviour.

As our next Senior Network Management Engineer, you will join the team at an exciting time as we prepare to implement a Lane Rental scheme across Leeds.

You will lead a team and manage procedures in respect of the Traffic Management Act 2004, the New Roads and Street Works Act 1991 and the Highways Act 1980, ensuring that all works, events or unplanned incidents on the highway network are coordinated, safe, comply with legislation and cause minimum disruption to road users. You will manage and oversee inspection targets, monitor and report performance of utilities and other work promoters and be able to interpret traffic management/engineering drawings. You will maintain effective consultation and communication with stakeholders, elected members, MP’s and the general public, responding to requests, reports or complaints.

Leeds City Council operates a permit scheme for street/road works across the city. You will be expected to ensure that all permit applications are assessed within the required timescale, coordinated and that the appropriate conditions are applied to minimise disruption. You will deputise for the Principal Engineers and support the Principal Operations Lane Rental Manager to identify collaborative working opportunities, identify and assess Lane Rental charges and engage with internal teams to meet service delivery.

The role is integral to the Council’s incident management processes when unplanned incidents impact upon the public highway, you will contribute to the monitoring and reporting.

Job purpose Lead a team and manage procedures in respect of the Traffic Management Act 2004 (TMA), New Roads and Street Works Act 1991 (NRSWA) and Highways Act 1980 (HA).

Responsibilities
--------------------

• Manage a highway network monitoring and incident management function to help identify incidents early and assist the lead organisation in reducing the impact of the incident on the travelling public.


• Manage inspection targets, permit applications, and procedures to fulfil the authority’s duties and responsibilities under NRSWA and TMA.


• Lead a small team to ensure that all works, events, and unplanned incidents on the highway network are co\-ordinated, safe and cause the minimum disruption to road users, supervising, motivating, developing, and coaching staff


• Identify collaboration opportunities for all works and particularly on the Leeds Lane Rental Network, in conjunction with the Principal operations \& Lane Rental Manager.


• Identify Leeds Lane Rental charges, considering operational guidance and potential waivers and discounts, for successful achievement of Lane Rental objectives, for works taking place on the Leeds Lane Rental Network.


• Support the Principal Engineers and Principal Operations \& Lane Rental Manager in the identification and implementation of IT systems requirements related to the team’s duties.


• Support the management of workloads in your area to achieve the service plan in order to deliver Value for Money services to customers in line with Council priorities ensuring that the work incorporates the Council’s cultural values.


• Assist with the management and achievement of the service plan for your area so that it achieves its corporate and service objectives and outcomes


• Maintain effective consultation and communications with staff, service users, Councillors, trade unions, partners, and other stakeholders.


• Work flexibly as required to meet directorate and corporate priorities.


• Monitor, co\-ordinate and direct as necessary, general/routine activities affecting the highway to minimise occupation and disruption.


• Monitor and report performance of utilities and others working on the highway.


• Provide information and support to ensure enforcement of failures to comply with legislative requirements, including fixed penalty notices and prosecution.


• Work with utilities and others on initiatives for performance improvement, including, customer care, reinstatement quality, safety and reducing disruption.


• Engage with staff throughout the Council to ensure a consistent approach to working on the highway to fulfil the requirements of the TMA, NRSWA and HA.


• Manage provision of licences and consents relating to the highway.


• Contribute to incident management and network monitoring service to monitor, report, and facilitate an on\-site presence to help restore normal highway operation at the earliest opportunity.


• Ensure all requests, reports, and complaints, from Members, MP’s and the general public are investigated and resolved.


• Liaise with support staff and others to implement and improve TMA, NRSWA and HA procedures.


• Report on performance management and targets and take necessary interventions.


• Prepare reports and correspondence.


• Represent the Service, the Department, and the Council as a senior officer for matters relating to highway network management and other related areas of work


• Lead the delivery of Network Management, initiatives, and work programmes.


• Support the Principal Engineers and Principal Operations \& Lane Rental Manager in the control of the Network Management budget and Lane Rental Revenue.


• Support the development of computer applications, including Geographical Information System (GIS), which provide quality information to the public and improve the Council’s ability to manage works on the highway.
