We are seeking an experienced Senior Strategy Manager with strong Energy, Resources and Industrials (ER\&I)1 sector knowledge to join our growing team. Our ER\&I Strategy team advises organisations navigating the energy transition, combining deep sector insight with rigorous strategic thinking to support their most important choices.

We help clients respond to the biggest and most pressing challenges facing energy, resources and industrials organisations, from the energy transition and supply security to technological disruption, infrastructure resilience and macroeconomic uncertainty. Our work includes:

  • Building perspectives on the trends impacting their sectors, and the impact on their organisation

  • Shaping corporate, commercial and energy transition strategies

  • Identifying growth opportunities and reshaping portfolios, business models and value propositions

  • Assessing markets, organisations and capabilities to support investment and operating choices

  • Designing business cases, operating models and management systems for transformations

  • Developing artificial intelligence, innovation and technology strategies, supported by clear business cases

  • Designing, testing, and launching new products and services
Work in a growing practice with leading clients

Our clients span power, utilities and renewables, mining and metals, energy and chemicals, industrial products and construction, and the public sector. This role will focus primarily on public sector clients, helping them make major investment, policy and delivery choices as the energy system changes. You will connect public and private sector perspectives, bringing commercial insight into government work and translating public policy and investment priorities into practical implications for industry.

As a Senior Manager, you will lead complex strategy and delivery engagements for government departments, regulators, and other public sector organisations across energy, resources and infrastructure. You will help clients turn policy priorities into clear strategic choices, delivery models and practical implementation plans. You will work across public and private sector boundaries, bringing together government objectives, regulatory requirements, market capacity and industry delivery experience. You will also play a central role in strengthening Government and Public Services (GPS) delivery capability within the Energy, Resources and Industrials (ER\&I) Strategy team.

Your responsibilities will include:

  • You will lead complex strategy engagements from initial scoping through to delivery

  • You will direct rigorous market, commercial, financial and organisational analysis that creates a clear evidence base for action

  • You will apply a strong understanding of ER\&I markets, value chains, regulation, technology and capital investment to client problems

  • You will build trusted relationships with senior clients, facilitate difficult choices and communicate recommendations clearly

  • You will provide clear direction, constructive feedback and active support to multidisciplinary teams

  • You will develop propositions, shape opportunities and convert trusted client relationships into high\-quality work

  • You will contribute to published thinking, events and account activity that strengthen the team’s position in the market

  • You will take an active role in staffing, learning, knowledge management, quality and the wider development of the ER\&I Strategy team

  • You will lead strategy work for public sector clients and strengthen Government and Public Services (GPS) delivery capability within the ER\&I Strategy team, drawing on expertise from across Deloitte to move from strategic choices to practical delivery.

To succeed in this role, you should bring strong strategy and delivery skills, management consulting experience and a record of leading complex work for public sector organisations. You should understand how government, regulators and industry interact in capital\-intensive sectors and be able to connect policy intent with practical delivery.

We are looking for:

  • Direct experience of strategy, policy, transformation or programme delivery for government departments, regulators, arm’s\-length bodies or other public sector organisations

  • Strong knowledge of at least one ER\&I sector, with an understanding of the respective roles of government, regulators, investors, operators and supply chains

  • A clear understanding of the forces reshaping public sector energy and infrastructure priorities, including decarbonisation, energy affordability, supply security, infrastructure investment, digital technology and artificial intelligence

  • Demonstrated ability to lead multidisciplinary teams and deliver complex public sector engagements to a high standard

  • Experience translating policy objectives into strategies, business cases, delivery models, operating models, investment choices or implementation plans

  • The ability to combine policy, economic, commercial, financial and organisational evidence to support decisions that are robust, deliverable and appropriate for public scrutiny

  • Experience bringing public and private sector stakeholders together, including aligning government objectives with market capacity, investor requirements and industry delivery constraints

  • Confidence working with senior civil servants, public body executives, regulators and industry leaders, including facilitating decisions across organisations with different mandates and accountabilities

  • Experience of public sector business development, including shaping propositions, responding to procurement opportunities, developing accounts and working through public sector frameworks

  • A record of building delivery capability through practical tools, governance, programme management, knowledge transfer and the development of client and consulting teams

  • Experience using artificial intelligence, with a clear aptitude for applying it to research, analysis and client delivery

  • A strong academic track record and flexibility to travel when client work requires it

Infrastructure and Real Estate

Our Infrastructure and Real Estate team supports both public and private sector clients on complex infrastructure, real estate, and capital projects. Typical engagements include urban regeneration, transport, energy and renewables, and occupier advisory to central government and large corporate companies.

Regulation and controls are standard practice in our industry and Deloitte is no exception. These controls provide important legal protection for both you and the firm.
