Our local authority client based in West London are urgently seeking an experienced Senior Highways Project Manager.

*£400 a day Umbrella

*Hybrid working - Up to 4 days from home

ROLE PURPOSE

The Senior Project Manager (Major Highways & Transport Programmes) is a senior, supernumerary capital-funded post responsible for leading the development and delivery of the Council's most complex, high-value and strategically significant highways, transport, public realm and active travel programmes.

The role has significant responsibility for programme leadership, strategic stakeholder management, funding management and political engagement, ensuring the successful delivery of schemes supporting the Council's transport, regeneration, climate change and place-making priorities.

The postholder will act as the Council's senior client representative for major programmes and projects and will build effective partnerships with Members, senior officers, Transport for London (TfL), government bodies, consultants, contractors and community stakeholders.

Knowledge, Skills and Experience

Essential

  • Significant experience leading major capital infrastructure, highways, transport, public realm or regeneration projects of high complexity and public significance.

  • Proven experience managing projects through the full project lifecycle from inception to delivery.

  • Experience delivering projects within a local authority, public sector or similarly complex environment.

  • Demonstrable experience managing politically sensitive projects involving Members, senior officers and external stakeholders.

  • Experience developing and managing substantial capital budgets and externally funded programmes.

  • Experience managing consultants, contractors and multi-disciplinary teams.

  • Experience of stakeholder engagement, consultation and political reporting.

  • Experience presenting complex reports and recommendations to senior leadership teams, Cabinet Members or formal decision-making bodies.

  • Experience leading multidisciplinary teams and influencing delivery across organisational boundaries.

  • Experience managing strategic relationships with TfL, government bodies and other external partners.

  • Strong understanding of project and programme management principles, governance and risk management.

  • Excellent communication, negotiation and influencing skills.

  • Strong financial management capability and commercial awareness.
