The Transpennine Route Upgrade (TRU) is a £10\.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.

Stretching across the North of England, this key 76\-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.

Proposed improvements will deliver a hard\-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Role: Scheme Project Manager (CD)

Salary: £43,588 to £53,267 per annum

Location: Leeds

Contract Type: 12 months Fixed Term Contract with potential to be extended or made permanent.

Office Requirement: Hybrid. Minimum 3 days per week working from the office

About the role
------------------

Scheme Project Managers work across the full portfolio of Network Rails infrastructure investment from minor renewals through to complex multi\-disciplinary programmes. Accountable for managing the safe and effective delivery of low complexity projects (LoC 3 and 4\) OR working as part of a multi\-disciplinary team supporting the project or programme manager deliver key outputs of complex projects and programmes (LoC 1 and 2\) in order to meet client requirements to time, cost, quality, and performance.

Some of the key accountabilities of this role are:

1\. Accountable for delivery of low complexity projects or parts of complex projects in a safe \& environmentally responsible manner to time, cost and quality, in accordance with the Governance of Railway Investment Projects (GRIP), applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate.

2\. Support the project Sponsor in preparing and maintaining definitions of the project requirements.

3\. Manage multi\-disciplinary teams including commercial, programme controls, engineering, and others to identify solutions to client requirements and establish a robust baseline plan.

4\. Identify and monitor project risks (threats and opportunities), plan and implement mitigations to them, and respond to other issues that affect the project

5\. Implement and update resource allocation plans needed for delivery of the project including identification and management of critical resource requirements. Secure resources needed for projects from internal and external sources.

6\. Managing stakeholders, taking account of their levels of influence and particular interests.

7\. Managing project reviews at appropriate points throughout the project lifecycle which will inform governance decisions of projects by providing evaluations of progress, performance, risk, contingency, and continuing relevance.

8\. Establish, and implement where necessary, protocols to change the scope of projects and updating configuration documents as required.

9\. Support accident investigations when remitted to by the relevant designated competent person.

We need you to have:

  • Educated to degree level in a relevant discipline or equivalent experience.

  • Membership (or working towards membership) of the Association for Project Management.

  • Achieved PRINCE2 Foundation or equivalent.

  • Good stakeholder engagement and communication skills.

  • Successful relevant experience including experience of contracting and project delivery.

  • Knowledge and experience of project budget management.

  • Good evaluation and decision\-making skills.

  • Project safety management and Health and Safety legislation knowledge.

  • Knowledge safety cases in support of projects.
It would be advantageous:
  • Experience in the Rail Industry Sector (including application of PACE, and Construction Design Management (CDM) on simple projects).

  • Knowledge of Network Rail's Project, Investment, Commercial and Procurement practices.

  • Experience in risk identification, assessment and mitigation.

  • Flexible and pro\-active approach.

  • You will be a team player with willingness to learn, challenge and get involved.

  • Knowledge of Network Rail's assets and how they are managed.

Your experience and skills
------------------------------

We are looking for a Scheme Project Manager who recognises that successful delivery is about supporting projects to integrate effectively within a live railway.

You have experience of working with, or alongside, operational, maintenance, or delivery teams, and understand how their requirements influence project outcomes. You are comfortable supporting the interface between project delivery and operations, helping ensure solutions are practical, maintainable, and ready for service.

You will be capable of working in a complex, regulated environment, with good stakeholder skills and the ability to build effective working relationships. You will support the coordination of requirements across delivery, operations, and partners to enable safe and effective implementation.

Experience supporting the introduction of new systems or ways of working into operational environments would be beneficial.
