This is a role for a Registered Manager who is done with services that talk about person\-centred support but deliver something that looks nothing like it.

Our client runs supported living services across Birmingham specifically for autistic adults and adults with a learning disability, and we are looking for someone with the understanding, regulatory confidence, and leadership maturity to take full accountability for quality, compliance, and culture.

You will hold the CQC registration for the service. That means you set the standard — for practice, for documentation, for how the team thinks about the people they support. You will have genuine operational authority and a provider that backs you to do the job properly.

What you will be accountable for

  • Holding the CQC Registered Manager designation and maintaining full compliance with the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 CQC

  • Leading all aspects of service quality — KLOE performance, inspection readiness, and statutory notifications

  • Overseeing the development, review, and implementation of person\-centred care plans, positive behaviour support (PBS) plans, and risk frameworks for a caseload of autistic adults and adults with a learning disability

  • Ensuring full compliance with the Mental Capacity Act 2005, DoLS/LPS, and Care Act 2014 — and building a team that applies these not as paperwork but as practice

  • Recruiting, inducting, supervising, and appraising a team of support practitioners — including performance management where standards are not met

  • Managing the service budget, staffing rotas, and commissioned hours, including liaison with local authority commissioners and social workers

  • Acting as the lead safeguarding practitioner for the service, chairing strategy discussions and managing referrals to the Local Authority Designated Officer (LADO) where required

  • Chairing best interest meetings, contributing to court of protection proceedings, and working alongside independent advocates (IMCAs)

  • Building and maintaining relationships with Birmingham City Council commissioning teams, NHS community LD teams, community nursing, CAMHS transitions, and specialist MDTs

  • Driving a culture of reflective practice — through supervision, team meetings, debriefs, and formal learning reviews following serious incidents
Essential criteria
  • Current or previous CQC Registered Manager designation — or demonstrable readiness to register (deputy managers with a strong compliance track record will be considered) essential

  • Level 5 Diploma in Leadership for Health and Social Care, or equivalent qualification essential

  • Proven experience managing a supported living, residential, or community service specifically for autistic people and/or people with a learning disability

  • Strong working knowledge of CQC's single assessment framework and the five key questions

  • Demonstrable understanding of autism, sensory processing, communication differences— beyond surface\-level awareness

  • Experience managing safeguarding investigations at a senior level, including Section 42 enquiries

  • Confident in MCA best interest decision\-making and DoLS/LPS authorisation processes

  • Track record of leading teams through CQC inspection — ideally with a Good or Outstanding rating

  • Enhanced DBS on the Update Service

  • Full UK driving licence
Highly desirable
  • Oliver McGowan Mandatory Training — Tier 2 stand out

  • Postgraduate\-level study or formal training in autism, applied behaviour analysis, or positive behaviour support

  • Experience managing services supporting people with a PDA profile, complex trauma history, or co\-occurring mental health conditions

  • Previous experience as a PBS lead or working alongside a clinical behaviour support team

  • Familiarity with Birmingham City Council's commissioning framework and the West Midlands ICB LD pathway

  • Experience of service development — setting up new supported living placements, tendering, or step\-down from inpatient settings (Transforming Care)

Who we are looking for, plainly

A Registered Manager who reads a care plan and immediately spots what is missing. Someone who can walk into a staffing crisis on a Monday morning and still hold the quality line. Someone who understands that a distressed autistic adult at 2am is not a "behaviour problem" — it is a communication and environment problem that the service has probably contributed to, and it is the manager's job to lead the honest conversation about why.
