Job Purpose
To lead and inspire TRUE Fostering Ltd, an OFSTED Outstanding therapeutic fostering service registered in England.
TRUE Fostering is an Employee Owned Trust.
General Responsibilities
The post holder must have a thorough understanding of PACE and therapeutic parenting techniques and theory.
The post\-holder will be primarily responsible for supervising the team manager and indirectly the fostering team throughout the four primary regions of the South West, East Midlands, Shopshire and East Anglia.
Development of the service will involve oversight and leadership with recruitment, training and the approval of foster parents. You will also have involvement in the marketing of the service.
The post will be home based although there will be a requirement to attend the registered office in Cheltenham from time to time, as well as to travel to the four regions to meet staff and foster parents. Flexible working hours are essential.
The appointee, together with the team manager will oversee and provide management back up to a rota of social workers who provide the first response on an ‘out of hours’ basis.

Main Duties and Responsibilities
- To lead and develop the fostering agency in line with the company’s therapeutic ethos.
- To manage resources required for the safe running of the agency, including taking responsibility for staff recruitment.
- To supervise the Team Manager and support them to line manage the therapeutic social workers (TSWs) within the agency.
- To be responsible for the day to day running of the agency.
- To build relationships as the trusted leader of the agency with foster parents, staff, children and young people.
- To communicate and build relationships with OFSTED, local authorities, health and other external stakeholders.
- To contribute to the development and delivery of training for foster parents and staff.
- To evidence a strong commitment to professional development by completing training identified as part of one’s Professional Development Plan.
- To lead team meetings.
- To attend therapeutic support groups in the four regions.
- Represent ‘True Fostering Ltd’ in a range of situations such as training events and various professional gatherings.
- Attend and contribute to your own supervision and appraisal process.
- To lead on safeguarding and provide guidance to staff and ensure compliance in this matter.
- To ensure that fostering panel is well managed, resourced, competent and effective.
- To ensure the agency remains compliant in all areas, including in accordance with company policy, regulations and statutory requirements.
- To respond to complaints and oversee all notifiable events, completing appropriate reports for OFSTED and the TRUE Board.
- To maintain and respect the need for absolute confidentiality in relation to the performance of all duties and the information that you glean there from.
- To undertake any other reasonable duties as required by the exigencies of the service or as instructed by your line manager.
- To work in a safe way not putting your own, a child’s or another member of staff’s health or safety at work at risk.
- To inform your line manager as soon as possible of any intended absence from work due to sickness, or for any other reason.
- To declare all other work (paid or voluntary) or activity that may compromise your ability to properly carry out your duties with True Fostering Ltd or lead to a conflict of interest.
- Possess a recognised and accredited social work qualification and be registered with Social Work England.
- Possess or be willing to complete NVQ level 5 in Management.
- Proven staff management experience (5\+ years) and leadership skills including recruitment, supervision, monitoring and disciplinary action.
- Have a thorough understanding of trauma and how it impacts on children and young people.
- Have a firm knowledge of Therapeutic Parenting, PACE or DDP.
- Be an excellent communicator and report writer, with solid IT skills.
- Have experience in managing a budget.
- Be able to review and monitor the agency, devise and carry out action plans.
- Be a strong negotiator, able to challenge local authorities and other stakeholders when needed.
- An ability to work under pressure and prioritise work for self and others in the team.
