Role: Regional Programme Director – Basic Specialist Training – Cork

Affiliation: Institute of Medicine

Tenure of Office: 3 years and maximum of two concurrent terms

Remuneration/Benefits: Payment of RPDs takes place monthly and in accordance with the number of trainees within their given speciality

Institute of Medicine

The Institute of Medicine(IOM)is established by the RCPI to oversee the governance and operation of matters related to education, training and professional affairs in the medicine specialties and its associated sub\-specialties in Ireland. As part of this remit, the Institute of Medicine is responsible for the following:

  • Promotion and advancement of the body of knowledge of medicine

  • Education, training and assessment of trainees in medicine specialties

  • Examinations in medicine

  • Assessment of applications to the Specialist Division of the Register for medicine specialties

  • Continuing Professional Development in medicine.

  • Support the professional careers of Fellows, Members and Trainees in medicine specialties

  • Act as an authoritative source of advice within the College in connection with medicine
Role Overview

The Regional Programme Director for Basic Specialist Training (BST) will work closely with Trainers, Training Leads, other Regional Programme Directors and the Associate Director of BST to oversee all matters pertaining to education and training in BST General Internal Medicine (GIM).

This person will play a pivotal leadership role in the development and delivery of Basic Specialist Training, under the governance of the Education and Training Committee of the Institute of Medicine.

The Regional Programme Director should convene two meetings per year with the Training Leads in their Hub, and provide regular status reports to the Regional Programme Directors Committee and the Education and Training Committee meetings (through the Associate Director BST) as required

Key Responsibilities

Governance

  • The Regional Programme Director will report to the Associate Director of BST, who will in turn report to the Education and Training Committee of the Institute of Medicine through its Chair (Director of Education and Training)

  • The Regional Programme Director should convene two meetings per year with the Training Leads in their Hub, and provide regular status reports to the Regional Programme Directors Committee and the Education and Training Committee (through the Associate Director BST) as required

  • The Regional Programme Director will escalate issues as required that arise in their Hub to the Associate Director of BST

  • Attendance at Committees/events – The Regional Programme Director is expected to attend:
o Regional Programme Director Committee Meetings

o Other RCPI meetings as required

Business Planning and Strategic Management

  • Keep BST GIM under review and draft proposals for its continuing development in response to service/trainer/trainee requirement

  • Engage actively in the Internal Medicine Training (IMT) project in conjunction with the IOM
Postgraduate Education \& Training

Content of Training Programme

  • Work with the Postgraduate Training and Education function to develop relevant policies, rules and guidelines for the BST GIM training programme

  • Update the curriculum and ePortfolio, in consultation with the Postgraduate Training and Education function

  • Oversee the development and organisation of mandatory courses/study days for BST GIM across the duration of the programme
Support and Guidelines
  • Provide advice, career guidance and support to trainees on issues relating to training, examination and general queries relating to GIM

  • Follow delineated process for dealing with trainee / training issues as per the RCPI Grievance and Disciplinary Policy. Escalate issues as required to the Associate Director of BST

  • Review requests for advice on career intentions e.g. this may include taking time out from the training programme, requesting transfer to another training centre or spending time abroad

  • Support the use of ePortfolio

  • Act as liaison between trainers and trainees. Meet and communicate with the assigned training leads in their hub

  • Act as a voice for the training hub at College meetings
Recruitment and Selection
  • Play an active role in the recruitment and selection of candidates to the BST GIM programme, including identifying available posts and rotations prior to recruitment advertising

  • Participate in interviews for entry onto the BST GIM programme

  • As much as possible, oversee and support the integration of international trainees to the BST GIM programme
Assessments
  • Participate in annual assessments and the development of the assessment process for BST GIM
Hospital Inspections
  • Participate in hospital inspections where required, oversee approval of posts for training, and complete associated reports for review and approval by the Education and Training Committee and the Director of Training Site Accreditation
NOTE: RPDs should be familiar with Institute of Medicine framework documents which outline the process for dealing with Health and Wellbeing issues; Trainees Registered on International Programmes; and Training Site Accreditation.

Examinations

  • Work with the Medicine Examination Committee of the Institute of Medicine and Chair to support the roll out of the MRCPI GM examination, which may include exam board membership, examiner and site recruitment
Reporting Structure

This is a key role reporting to the Associate Director for BST and to the Education and Training Committee of the Institute of Medicine. The reporting structure is outlined below.

The Regional Programme Director will be assisted in their role by an Executive support system, in particular the BST Team in the Postgraduate Training and Education function.

Requirements of the appointment

Mandatory

  • Must be a registered and active trainer on the specialty training programme in Ireland

  • Must be entered on the Medical Council’s Specialist Division of the Register in the relevant specialty

  • Must be registered on an RCPI Professional Competence Scheme

  • Normally a Fellow of the College at the time of appointment

  • It is expected that the successful candidate will have significant prior experience of specialist training

  • RPD performance and engagement will be reviewed annually by the BST Director
Appendices:

Appendix 1: Tenure of Office

The Tenure of Office for the successful candidate is 3 years, which is renewable for one term but this must be approved by the Director for BST.

Notification of stepping down from RPD role at the end of tenure should be presented in writing to the Training Body at least 3 months prior to stepping down.

Appendix 2: Remuneration

Payment of RPDs takes place on a monthly basis and in accordance with the number of trainees within their given specialty. Payment will not commence until the RPD is in post.#### About us
