Democratic Website (DW) is CIL’s governance and committee\-management platform for councils, supporting teams that manage agendas, minutes, decisions, publication duties and related governance workflows.
Why this role exists
Local\-government governance is full of operational complexity that generic product design can miss: statutory deadlines, constitutional rules, report clearance, exempt information, substitutions, declarations of interest, late papers, public questions, scrutiny, decision notices, call\-in, accessibility, publication and evidence of what happened when. We want someone who has worked inside those realities to help us design and validate products that genuinely improve the day\-to\-day work of Democratic Services teams.
Role purpose
The Product Manager – Democratic Governance will be the domain bridge between council users and CIL’s product, design, engineering, implementation, support and commercial teams. You will turn real governance problems into clear product requirements, validate that workflows are safe and usable, help prioritise the roadmap, lead domain\-focused acceptance testing, create training and enablement materials, and confidently present the product to practitioners and decision\-makers.

You know the part of local democracy that software vendors often underestimate. The agenda deadline moves. A report arrives late. An item may be exempt. A member declares an interest. A decision has a call\-in period. Different committees follow different rules. The public still expects timely, accessible information and the audit trail needs to show exactly what happened.
We want an experienced Democratic Services professional to help us build better products for that reality. You will join CIL as a Product Manager for Democratic Website, bringing at least three years of principal\-council governance experience into product discovery, workflow design, testing, training, roadmap decisions and customer presentations.
What you’ll do
- Turn day\-to\-day Democratic Services problems into clear product requirements and better workflows.
- Validate prototypes and releases with real governance scenarios, including exceptions and high\-risk cases.
- Help own and prioritise the roadmap with evidence from practitioners, customers and product data.
- Create and run UAT, workflow validation and role\-based training.
- Deliver credible demonstrations, workshops and presentations to council audiences.
- Work closely with engineering, UX, QA, implementation, support and commercial teams.
- Keep our product thinking grounded in local\-government law, constitutions, accessibility, information governance and public\-sector scrutiny.
- 3\+ years’ substantive Democratic Services / Governance / Committee Services experience in a UK principal council.
- Practical understanding of committee and decision\-making workflows, councillor/senior\-officer support and access\-to\-information/publication requirements.
- Excellent written communication, facilitation and presentation skills.
- Confidence with digital systems and an appetite to learn product management, user research, agile delivery and software testing.
- Political neutrality, sound judgement, discretion and the confidence to challenge inefficient practice constructively.
This role offers the chance to take what you have learned inside local government and use it to improve the tools Democratic Services teams rely on across multiple councils. You will have direct influence over product decisions rather than being a distant end user of someone else’s roadmap.

Pay: £38,000\.00\-£45,000\.00 per year
