Job Title: Procurement Discipline Advisor – Sourcing, Contracting \& CDD

Role Overview:

bp has reached agreement with the Government of Iraq to invest in several giant oil fields in the Kirkuk province of northern federal Iraq. The contract provides for the rehabilitation and redevelopment of oil and gas production from the Baba and Avanah domes of the Kirkuk field and three adjacent fields – Bai Hassan, Jambur and Khabbaz, all of which are currently operated by the North Oil Company of the Ministry of Oil.

Under the terms of the agreement, bp, North Oil Company (NOC) and North Gas Company (NGC) will establish a new integrated operating entity comprising predominantly of personnel from NOC and NGC, along with secondees from bp. The new operating organisation will, in due course, take over operations at Kirkuk from NOC and NGC.

This role will initially form part of the central remote support team for Kirkuk. Successful candidates should be flexible and willing to travel to Iraq for business trips, especially during the early phases. Please note that due to the timeline requirements, a review of candidate applications will take place immediately after the posting close date with candidate selection processes taking place shortly thereafter.

We are looking for high calibre individuals to join our expanding Kirkuk team. This role is accountable for supporting the Contracting and Commercial Manager, responsible for developing and maintaining standard contract templates, governance templates and contracting best practices.

The Sourcing, Contracting \& Counterparty Due Diligence (CDD) advisor reports to the Procurement Contracting and Commercial Manager providing expert guidance and oversight on procurement compliance, ensuring robust Counterparty Due Diligence (CDD) processes. This role supports governance, risk management, and operational excellence across procurement activities in alignment with contractual, regulatory, and corporate standards. The role will engage with Legal, Finance, HSE, and the P\&O functions to ensure seamless procurement delivery and contract management, compliant with internal policies, industry standards, and regulatory obligations. The right candidate needs to have strong commercial acumen, ensuring alignment on business goals and delivering secure, optimal, compliant, and competitive, risk\-managed procurement outcomes.

What will you deliver:

• A robust suite of standard sourcing, contracting, and procurement templates that enables consistent, efficient, compliant, and commercially sound contracting across the organisation.


• Contract templates, standard clauses, guidance notes, and playbooks that are maintained, current, fit\-for\-purpose, aligned with legal and regulatory requirements, and reflective of organisational risk appetite and commercial objectives.


• Effective governance of contract deviations, amendments, and exceptions, ensuring contractual risks are identified, assessed, appropriately approved, and consistently managed.


• High\-quality commercial and contractual support that enables stakeholders to make informed decisions, optimise value, and minimise commercial, legal, operational, and reputational risk.


• Strong negotiation capability across the organisation through the provision of expert negotiation guidance, tools, frameworks, and support that improve commercial outcomes.


• Comprehensive counterparty due diligence processes that ensure suppliers, contractors, and business partners are appropriately assessed for financial stability, integrity, sanctions exposure, anti\-bribery compliance, beneficial ownership, and other relevant risk factors before engagement.


• A contracting framework that ensures contractual obligations, rights, deliverables, milestones, and performance requirements are clearly defined, executable, and aligned to business objectives.


• Full compliance with Development and Production Contract (DPC) obligations, Iraq Standard Contracting and Procurement Procedures (SCPP), Code of Conduct requirements, anti\-bribery and corruption legislation, anti\-money laundering requirements, sanctions regulations, tax requirements, and other applicable policies and regulatory obligations.


• Enhanced organisational capability through the development and deployment of sourcing, contracting, commercial governance, and due diligence training, guidance, and knowledge\-sharing initiatives.


• Effective management of sourcing and contracting risks through the establishment, maintenance, and monitoring of risk registers, controls, assurance activities, and mitigation plans.


• Meaningful performance reporting and insights that enable proactive management of sourcing, contracting, due diligence, and compliance risks, ensuring timely intervention where required.


• Delivery of strategic projects, transformation initiatives, and special assignments that strengthen contracting governance, improve procurement effectiveness, and support organisational objectives.


• Provide contractual advice and support to stakeholders to ensure the contract value is maximized, value leakages addressed, thus mitigating the contractual risks.


• Identify and implement process improvements within sourcing and contracting processes.


• Increase the capability of the team developing and deploying training relating to sourcing and contracting


• Manage risk processes, risk register and assure effective mitigations and controls are in\-place relevant to sourcing and contracting


• Monitor relevant performance metrics and proactively manage potential issues.


• Support ad\-hoc tasks/special projects required by C\&C Manager and within C\&C team.

What you will have:

• You will be degree educated \- related to Procurement, contract law or equivalent relevant professional experience or other business/technical discipline and CIPS professional chartership (or equivalent) is preferred. However, experience and attitude are key, and we're looking for someone who has:


• Demonstrable track record of delivery in Procurement, ideally related to oil and gas services with large capex or onshore scopes.


• Procurement experience in the Oil and Gas sector within procurement excellence, compliance, and risk management.


• Deep knowledge in application of PSCM contracting, supplier management and Project execution.


• Demonstrated ability to collaborate with internal stakeholders across multiple disciplines, cultures and geographies.


• Excellent communicator who demonstrates an ability to develop, high quality, trust\-based relationships with the wider organization. Track record bringing multiple parties together to collaboratively solve complex problems.


• Able to work under pressure with minimum supervision to initiate actions, prioritize and support decision making, skilled at fostering alignment among senior stakeholders with competing priorities


• Strong knowledge of procurement compliance frameworks, and cost recovery principles.


• Familiarity with ERP systems and procurement platforms.


• Genuine passion for the Oil and Gas business and the supply chain.
