I am currently sourcing on behalf of the Greater London Authority (GLA) for an experienced Portfolio Office Manager to join the Good Growth Directorate. This is an exciting opportunity to play a key role in delivering the Mayor of London’s strategic priorities across housing, land and development programmes.

This is an initial 3-month contract with a strong possibility of extension. The role offers a hybrid working arrangement, with two days per week in the office and the remainder working remotely.

Day rates: PAYE: £272.18 to £294.63 per day or Umbrella: £354.97 to £384.24 per day

The role

As Portfolio Office Manager, you will lead the Good Growth Directorate’s Programme Management Office (PMO), driving new approaches and strengthening existing frameworks to deliver the Mayor’s Good Growth agenda. You will take ownership of portfolio oversight, performance monitoring, financial management and risk mitigation across a diverse programme landscape.

You will work closely with senior leaders and stakeholders, providing clear, high-quality reporting, strategic insight and recommendations to support effective decision-making and programme delivery.

Key responsibilities

  • Provide leadership and line management to the PMO team, ensuring high standards of delivery and effective resource allocation

  • Act as deputy to the Head of Good Growth Coordination when required, contributing to leadership discussions and team development

  • Lead on portfolio management across multiple programmes, ensuring alignment with current and future policy objectives

  • Deliver robust reporting, options appraisals and risk analysis to senior stakeholders

  • Oversee programme performance, including budget tracking, forecasting and risk management

  • Lead cross-functional projects and working groups, engaging with senior internal and external stakeholders

  • Support the development of policy, programme frameworks and analytical tools using systems such as Excel, Power BI and Asana

  • Produce operational guidance and ensure clear communication of programme and policy updates across the directorate

  • Promote collaborative working and contribute to a high-performing, inclusive team culture

About you

You will be an experienced PMO or portfolio management professional with a strong track record of working in complex, high-profile programme environments. You will be confident engaging with senior stakeholders, providing strategic insight, and leading teams to deliver impactful outcomes. Strong analytical skills, experience in financial and performance management, and the ability to translate complex data into clear, actionable recommendations are essential.
