Job Details

Fife Council is seeking an experienced and motivated Lead Consultant (Roads Maintenance) to provide professional supervision, specialist advice, and operational leadership across roads and street lighting maintenance activities in North Fife. In this key role, you will support the delivery of a responsive and integrated service, ensuring customer requirements for roads and lighting repairs are met. You will also lead the response to emergency incidents involving roads, street lighting, and flooding, while overseeing the delivery of winter maintenance services. Working collaboratively with colleagues, contractors, and partner organisations, you will coordinate resources and activities to deliver a high\-quality, customer\-focused, and best\-value service.

Key Responsibilities

In this varied and impactful role, you will:

  • Provide professional supervision and technical guidance to team members.

  • Work closely with the Service Manager to maintain consistently high service standards and performance.

  • Deputise for the Service Manager when required.

  • Lead and coordinate the North Roads Maintenance team, ensuring effective planning and allocation of workload and resources.

  • You will set and maintain high standards of employee conduct and performance, taking appropriate disciplinary action where required, while developing and maintaining effective working relationships.

  • You will support and motivate employees through strong people management skills, including team building, performance management and conflict resolution, to help create a positive, productive and high\-performing team environment.

  • Take an active role in the Winter Manager standby rota and contribute to winter decision

making.

  • Manage health, safety and welfare to ensure full compliance with all legislation, policies, procedures and instructions.

  • Contribute to the ongoing monitoring, control and continuous improvement of service delivery.

  • Support preparation of budgets, spending profiles and service plans.

  • Prepare and deliver committee reports, papers, presentations and recommendations aligned with service priorities.

  • Due to the collaborative nature of the work,
the majority of

the role will be office\-based at Bankhead Central, Glenrothes, although there is some opportunity for hybrid working.

  • This is a permanent position with a salary at Single Status Grade FC9, with placement dependent on skills, knowledge, experience and qualifications.

The Person
  • Educated to SCQF level 8, which includes HND or SVQ level 4 or equivalent.

  • Extensive experience in roads and street lighting maintenance, winter services, and emergency response operations, including fleet requirements and fleet management, all delivered with a strong focus on customer needs (aligned with the*How We Work Matters*

  • Excellent communication and presentation skills.

  • Strong understanding of trading arrangements and tendering processes within a Local Government environment

  • Comprehensive knowledge and awareness or relevant regulation, legislation and statutory requirements

  • Proven leadership and team

building skills.

  • Demonstrated capability to lead and drive forward change in challenging circumstances.

  • Strong IT skills and willingness to embrace technology.

  • Proven ability to lead and inspire a team, promoting a positive culture in the workplace.
