Job Title: CPO Lead/Land \& Property Programme Manager
Location: 2 Bristol Avenue, Colindale, London, NW9 4EW
Contract duration: 5\+ Months \- 1\-2 days in office per week
Working Hours: 28 hours per week
Start Date: ASAP
Pay Rate: PAYE £75\.45 per hour
Job Responsibilities:
- Provide specialist land and property support to the Brent Cross Cricklewood Regeneration Programme
- Provide assurance, oversight and coordination across Compulsory Purchase Order (CPO) workstreams
- Coordinate and support the settlement of outstanding CPO compensation claims
- Support potential references and cases progressing to the Upper Tribunal
- Provide specialist advice and coordination on wider land and property matters across the regeneration programme
- Support property transactions and arrangements including:
- Property disposals
- Infrastructure leases
- Licences
- Land and property agreements
- Commission and manage land, property, commercial and specialist professional advice from Council services and external consultants
- Manage and coordinate external advisers, ensuring commissioned work is delivered effectively and to agreed requirements
- Provide assurance across land and property workstreams, identifying issues, dependencies and areas requiring intervention
- Prepare and contribute to programme reporting, governance papers, briefings and decision\-making processes
- Identify, assess and manage land, property, commercial and programme\-related risks
- Maintain effective oversight of actions, milestones, deliverables and key workstream dependencies
- Work collaboratively with programme teams, Council services, legal advisers, property professionals, external consultants and other stakeholders
- Provide clear and timely updates to senior stakeholders on progress, risks, issues and required actions
- Ensure land and property activities are appropriately documented, governed and progressed in line with Council requirements
- Support emerging land and property requirements across the regeneration programme as priorities develop
- Undertake additional tasks and responsibilities relevant to the programme as required
Essential Requirements:
- Proven experience in land and property, preferably within a major regeneration, infrastructure or public\-sector programme
- Strong understanding of Compulsory Purchase Orders (CPOs) and associated compensation processes
- Experience supporting or coordinating compensation claims and complex land/property matters
- Understanding of potential Upper Tribunal references relating to CPO compensation
- Experience across wider property matters such as disposals, leases, licences and land agreements
- Experience commissioning, managing and coordinating external property, commercial or professional advisers
- Strong workstream management, assurance and coordination skills
- Experience contributing to programme governance, reporting and senior\-level decision making
- Strong risk identification, assessment and management skills
- Excellent stakeholder management and communication skills
- Ability to coordinate multiple workstreams, advisers and competing priorities effectively
- Strong analytical and problem\-solving skills with sound professional judgement
- Ability to work independently while collaborating effectively with multidisciplinary programme teams
- High level of attention to detail and ability to maintain accurate records and documentation
- Strong written and verbal communication skills, including the ability to prepare clear reports, briefings and governance information
- Experience working within complex regeneration or development environments is desirable
- Local authority/public\-sector property experience is desirable
- Eligible to work in the UK
- Completion of the required Confidentiality Agreement
- Completion of the required Criminal Convictions Declaration
- Provision of the required Barnet Council Emergency Contact details
