We're looking for an experienced, Senior Commercial Manager to join a high-profile Rail procurement team, supporting a range of complex and strategically important procurement programmes.
This role will focus on the design and procurement of a new renewals framework to consolidate requirements across rail modes and create more efficient routes to market. This is an enabler of the new team structure and sizing in Infrastructure and Category Delivery.
This is an excellent opportunity for a commercially-minded procurement professional who is confident taking complex procurements from strategy through to contract award and who thrives in a fast-paced, stakeholder-heavy environment.
The Role:
You'll take ownership of end-to-end procurement activity, including:
- Developing procurement strategies and routes to market
- Design, development and procurement of works frameworks in a rail or asset-intensive environment
- Managing complex and above-threshold tenders
- Leading procurement exercises from strategy through to award
- Drafting and finalising procurement and contract documentation
- Managing tender clarifications, evaluation and consensus meetings
- Supporting contract negotiation and formation
- Providing commercial and procurement advice to senior stakeholders
- Ensuring procurement activity is fully compliant with Procurement Act 2023 (PA23) requirements
- Managing multiple priorities across a varied procurement portfolio
- Proven end-to-end procurement experience
- Strong knowledge of Procurement Act 2023
- Experience managing complex tenders and frameworks
- Experience of using an eTendering system for issuing and managing tenders
- Experience of undertaking complex high value procurement actions and especially the procurement of frameworks
- Contract formation and negotiation
- Procurement strategy development
- Understanding of contracting options and routes to market
- Excellent business partnering skills
- Confident working with multiple stakeholder groups
- Strong communication and relationship-building skills
