Located in Telford. Office based, hours are Monday, Wednesday and Friday, 09\.00am \- 15\.00pm.
Job Purpose
The HR \& Wellbeing Compliance Officer plays a pivotal role at Priority Care, working in close partnership with the Registered Manager to ensure safe, legally compliant, and seamless service delivery. This unique position balances strict regulatory governance and rota auditing with empathetic staff support and human resources management, fostering an ethical, supportive workplace culture.
Key Responsibilities
1\. Regulatory \& Care Compliance
· Audit and Quality Assurance: Conduct regular compliance audits of client care plans, medication administration records (MAR charts), and risk assessments to maintain outstanding care standards.
· Policy Management: Update and implement company operational policies in line with evolving domiciliary care regulations and safeguarding protocols.
· Incident Investigation: Lead investigations into compliance gaps, safeguarding alerts, or complaints, executing clear corrective action plans.
· CQC Readiness: Maintain services at a continuous state of inspection readiness in line with CQC standards, reporting findings directly to the Registered Manager and Director.
2\. Human Resources \& Staff Wellbeing
· Employee Relations \& Lifecycle: Manage staff files, oversee compliant recruitment check processes (DBS, references), and coordinate disciplinary or grievance investigations alongside senior leadership.
· Wellbeing Advocacy: Act as a dedicated champion for staff mental health and occupational wellbeing, establishing feedback channels and support initiatives to reduce burnout and improve retention.
· Performance Support: Monitor staff supervision and appraisal schedules, ensuring field staff receive qualitative feedback and structured development.
3\. Rota \& Scheduling Auditing
· Hours \& Shift Auditing: Review and audit staff rotas to ensure complete compliance with the Working Time Regulations (e.g., maximum weekly hours, mandatory rest breaks).
· Travel \& Gap Analysis: Cross\-examine electronic call monitoring (ECM) data against scheduled shifts to audit travel times, mileage accuracy, and continuity of care for clients.
· Safety \& Lone Working: Ensure scheduling alignment matches client risk assessments (e.g., verifying double\-handed care calls are properly allocated and timed for staff safety).
4\. Operational Alignment
· Joint Leadership Support: Act as the Registered Manager's right hand, helping troubleshoot day\-to\-day operational logjams to ensure everything runs smoothly.
· Executive Reporting: Provide structured weekly/monthly compliance and HR metrics reports directly to the Director and Registered Manager.
Qualifications
Minimum NVQ Level 4 in Health and Social Care, or an equivalent qualification in HR / Management.
Level 5 Diploma in Leadership for Health and Social Care, or a CIPD qualification.
Experience
Minimum 2 years in a compliance, quality assurance, or HR role within domiciliary care.
Experience managing or implementing Electronic Call Monitoring (ECM) systems.
Knowledge
Strong understanding of CQC regulations, safeguarding protocols, and UK employment law.
Knowledge of Working Time Regulations specific to healthcare/shift workers.
Skills
Exceptional attention to detail, robust auditing skills, and high emotional intelligence.
Advanced proficiency in care scheduling platforms and data analysis.
Pay: From £14\.00 per hour
