Position: Elected Member Skills And Training Needs Assessor (Human Resources)
Location: Market Street, Bradford, BD1 1HY
Start Date: ASAP
Contract Duration: 1\+ Months
Working Hours: 37 hours per week
Pay Rate: PAYE: £19\.32 per hour
Job Responsibilities
- Assess the training and development needs of elected council members
- Identify skills gaps and recommend suitable learning and development programmes
- Work with elected members to understand their roles and support requirements
- Design and deliver training plans for councillors and elected representatives
- Organise and coordinate training sessions, workshops, and briefings
- Work with HR and senior council officers to ensure training aligns with council priorities
- Keep records of training needs, attendance, and development progress
- Evaluate the effectiveness of training programmes and suggest improvements
- Provide advice on leadership, governance, and role\-specific skills for elected members
- Support induction programmes for newly elected councillors
- Liaise with external training providers where necessary
- Help ensure elected members meet required standards for their roles
- Contribute to improving member development strategies and policies
Essential Requirements
- Experience in training, learning and development, HR, or a related field
- Experience assessing training needs and designing development plans
- Good understanding of learning and development methods (workshops, coaching, etc.)
- Strong communication and interpersonal skills
- Ability to work with senior stakeholders and elected officials
- Good organisational skills and ability to manage multiple priorities
- Ability to analyse information and identify skills gaps
- Strong IT skills for reporting, records, and training administration
- Ability to work independently and professionally in a political environment
- Experience working in local government or public sector
- Experience delivering training to senior staff or elected members
- Knowledge of governance, leadership, or councillor development
- Experience designing formal training programmes or learning frameworks
- Qualification in HR, Learning \& Development, or similar field (e.g., CIPD)
- Professional, discreet, and able to handle confidential information
- Confident working with senior and elected individuals
- Good listener with strong interpersonal skills
- Organised and detail\-focused
- Able to influence and persuade in a professional way
- Flexible and able to adapt to changing priorities
Pay: £19\.32 per hour
Expected hours: 37\.0 per week
Experience:
- Assess the training and development needs : 2 years (required)
