Job description

The Human Resources (HR) team within GPA is a small, dedicated and friendly team of professionals from a range of complementary backgrounds both in and outside of the Civil Service. We are looking for a highly motivated person to join our team who is keen to play an important part in leading and developing some of the key strands of HR within GPA.

The HR Operations Officer will report to the G7 Pay and Reward lead and will have the opportunity to work across the HR team in a variety of subject matters. They will lead on particular areas of work, as detailed below, and undertake discreet projects. Every day will bring fresh challenges and opportunities.

To be successful in this role the post holder will need to:

  • find solutions to challenges whilst working within policy parameters

  • be a self\-starter who can work on their own initiative

  • work collaboratively across teams, seeking opportunities for improvements in HR Operations, and across the wider HR function.

  • be effective at communicating with impact and have an ability to consult with and influence key stakeholders

  • be comfortable working in fast\-moving environments and show flexibility in adapting to priorities as they arise whilst maintaining focus on core deliverables.

  • be confident using data and research evidence to drive effective decision\-making and practice.

  • have a strong delivery focus, underpinned by solid organisational skills and be able confidently to apply them to drive forward our people agenda.
In return the post holder will have exposure across a range of HR disciplines and will be fully supported in developing their career.

Key Responsibilities

This role will provide vital operational support across the HR team, including:

  • Supporting, and leading discreet elements of, critical pay and reward activities including:

  • benchmarking,

  • reviewing business cases,

  • answering complex pay queries,

  • completing annual NAO audits,

  • overseeing the new in\-year award scheme,

  • the development and implementation of the annual pay award,

  • publication of annual pay gap reports and actions plans

  • development of other reward interventions.

  • Leading and coordinating our engagement with trade unions on employee matters.

  • Providing central oversight of all GPA trade union engagement to ensure that GPA has a clear picture.

  • Providing central coordination and monitoring of HR policy development to ensure that GPA HR policies remain compliant and fit for purpose.

  • Acting as the department link into CO HR Policy, providing GPA input on the development of their HR policies, and will engage with relevant cross government policy networks.

  • Lead the HR team’s input into compliance and governance activity, gaining input from others where required, including:

  • Annual Report and Accounts

  • business planning and key performance indicators (KPIs)

  • risk reporting and monitoring

  • document storage and maintenance

  • coordinating HR input into key governance fora.

Person specification

The ideal candidate is a self\-starter who approaches challenges with curiosity and a "can\-do" attitude. They will be numerically confident, enjoying the "detective work" involved in data analysis, and can translate complex information into clear, impactful communications. They thrive when things move quickly and enjoy the variety of working across different HR disciplines.

Experience \& Technical Skills

Essential criteria:

  • Previous experience of working in HR

  • Confident and articulate communicator \- both verbally and in writing

  • Thrives on working in a fast paced environment and adaptable to shifting priorities

  • Strong analytical and numerical skills \- numerically confident and able effectively and accurately to analyse and interpret data to create and present evidence based insight
Desirable criteria:
  • Experience of working in the Civil Service

  • Previous experience working in pay and reward, HR policy, or employee relations

  • Proficient with Google Workspace and online collaboration platforms
Qualifications and Accreditation

Essential criteria:

  • Full or part\-qualified member (Level 5\) of the Chartered Institute of Personnel and Development (CIPD) or willing to work towards this, or an equivalent professional qualification which might include a Level 5 HR apprenticeship.
