Framework manager - NPG Substations
Description
The Framework Manager will lead the successful delivery of substation construction and maintenance works undertaken by OCU on behalf of Northern PowerGrid (NPG). The role is responsible for managing operational performance, commercial delivery, client relationships, safety, programme, and resource coordination across the framework portfolio.
The position acts as the key interface between OCU, Northern PowerGrid stakeholders, subcontractors, and internal delivery teams to ensure projects are delivered safely, efficiently, on programme, and within budget.
There will be required travel across the Northern PowerGrid area
Key Responsibilities
Operational Delivery* Lead the delivery of HV/LV substation construction and refurbishment projects across the NPG framework.
- Ensure all works are delivered in accordance with:
+ NPG standards and specifications
+ OCU management systems
+ Health, Safety, Environmental and Quality requirements.
- Oversee project planning, delivery strategy, and resource allocation.
- Monitor programme performance and implement recovery plans where required.
- Drive productivity and operational efficiency across the framework.
- Build and maintain strong working relationships with:
+ Operational engineers
+ Local authorities
+ Supply chain partners
+ Internal OCU departments.
- Attend client meetings, framework reviews, and performance meetings.
- Ensure a collaborative and proactive approach to client engagement
+ Framework budgets
+ Forecasting
+ Applications and valuations
+ Compensation events / variations
+ Cost control.
- Ensure projects are delivered in line with agreed financial targets.
- Identify opportunities for efficiency savings and value engineering.
Ensure all projects operate in full compliance with:* HSE legislation
- NPG safety rules
- Review and approve Construction Phase Plans, RAMS
- Ensure competent resource availability to meet programme demands.
- Monitor subcontractor performance and compliance.
- Support recruitment, mentoring, and development of operational teams.

- Produce regular operational reports for senior management and client review meetings.
- Drive continuous improvement initiatives across the framework.
