Daffodils Fostering is an independent fostering agency based in Stanmore, Harrow, serving

Local Authorities across London and the Home Counties. We provide safe, stable family

placements for children and young people who cannot live with their birth families—including

short\-term, long\-term, emergency, parent\-and\-child, and complex\-needs care. As an Ofsted\-

registered provider, we deliver a child\-centred service supported by 24/7 carer supervision,

evidence\-based practices, and strict compliance with the Fostering Regulations 2011 and

National Minimum Standards.

Job Purpose

\-To design and execute marketing initiatives and recruitment campaigns that attract, engage,

and convert prospective foster carers. This role manages the candidate pipeline from initial

inquiry to the initial home visit stage, driving agency growth to meet regional placement

demands.

\-To manage the operational matching process for children requiring foster care by acting as

the primary liaison between Local Authority commissioning teams, Supervising Social

Workers, Child Social Workers and approved foster carers. This role ensures that every child

referral is assessed, processed, and matched with the right foster family in a timely, safe,

and compliant manner.

Key Responsibilities

● Lead Generation \& Campaign Management

Plan and execute digital and traditional marketing campaigns (social media, email, local

press) targeting prospective foster carers.

Manage community outreach programs, drop\-in sessions, pop\-up events, and information

stands to raise awareness about fostering.

Produce compelling content, including case studies, video testimonials, and blog posts

highlighting existing foster carers' experiences.

● Inquiry Handling \& Candidate Nurturing

Handle initial phone and digital inquiries from members of the public interested in fostering,

acting as a warm, informative first point of contact.

Screen prospective carers against basic agency criteria and schedule initial home visits for

social work staff.

Maintain engagement with prospective carers throughout the inquiry phase using automated

email sequences and direct follow\-ups.

● Child Matching \&; Referrals

Process incoming placement referrals from Local Authority social work teams, evaluating

children's specific needs, background, and cultural/educational requirements.

Review foster carer availability and profiles to identify suitable, safe matches that align with

agency matching protocols.

Review supported accommodation placement availability for 16 plus years aged young

persons and to identify suitable, safe matches that align with agency matching protocols.

Prepare detailed match summaries and liaise with Child Social Workers and Supervising

Social Workers to gain approval before presenting options to Local Authorities.

● Local Authority \&; Carer Relationship Management

Serve as the main point of contact for Local Authority commissioning teams to promote

available placement capacity.

Build strong, trust\-based relationships with foster carers, offering clear communication

regarding potential emergency, short\-term, or long\-term placements.

● Compliance \&; Administration

Complete all regulatory placement documentation (e.g., Placement Agreements, Risk

Assessments, and matching records) to meet Ofsted/Statutory standards.

Maintain up\-to\-date carer availability records and supported accommodation vacancies and

update the agency’s central database in real time.

Assist with fee structures, placement financial notifications, and statutory reporting data.

Person Specification

● Qualification or proven experience in digital marketing, recruitment communications,

or community outreach.

● Outstanding interpersonal and telephone communication skills with a compassionate,

persuasive approach.

● Proficiency with email marketing platforms, and content creation software

● Flexibility to attend occasional evening or weekend community events.

● Experience in social care administration, local authority commissioning, or

emergency placement matching.

● Strong understanding of safeguarding principles, child protection policies, and Ofsted

regulatory frameworks.
