Job Description
THE ROLE

The purpose of this role is to “lead Estate strategic planning for the Courts Service and oversee the delivery of capital programmes.”

This role leads the development and implementation of strategic estate planning, ensuring alignment with organisational goals and national priorities. From managing site acquisitions, preliminary business cases and final approvals, to tracking delivery across Estates Modernisation Programme and National Development Plan (NDP) projects, this post is central to embedding a forward‑looking, data‑driven planning culture across the Service.

NDP Funding is confirmed to 2030 and this role is critical to fulfilling our commitment to deliver a robust pipeline of business cases and strategic initiatives.

KEY RESPONSIBILITIES \& DELIVERABLES

Strategic Planning

  • Strategic Estate \& Investment Planning
Future proof its estate,

Support strategic planning for the Courts Service estate, contributing to multi\-annual capital plans, business cases and investment proposals aligned with national policy and NDP objectives.

  • Develop an Estate Strategy provide a clear and structured plan of action to support our estate modernisation workstreams and wider Programme for Government priorities.

  • that supports the broader objectives of the newly established Estates \& Climate Operations Unit.

  • shaping the long\-term vision and delivery of our ambitions in the Estates Strategy.

  • Capital Project \& Programme Delivery
Provide end\-to\-end oversight of capital and estates projects, from feasibility and design through procurement, construction and handover, ensuring Courts Service requirements are met.
  • Project Governance, Risk \& Assurance
Ensure robust project governance, risk management, reporting and escalation arrangements in line with Courts Service, DPER Infrastructure Guidelines and the Capital Works Management Framework.
  • Stakeholder \& Partnership Management
Lead engagement with internal stakeholders and external partners, including Staff, Operational Directorates, Judiciary, OPW, Department of Justice, NDFA, DPER, Legal Advisors, and other relevant 3rd Party’s.
  • Financial \& Budget Management
Manage and oversee section budgets, capital expenditure, projections and reporting, maintaining strong financial controls and compliance with approval thresholds.
  • Procurement \& Contract Management
Ensure all procurement and contract management activities comply with public sector procurement rules, overseeing consultant and contractor performance and managing variations as required.
  • Change Management, Communications \& Engagement
Lead change management planning in collaboration with the Modernisation Programme Team and oversee public engagement and communications with the Communications \& Media Unit.
  • Reporting
Prepare high\-quality reports and briefing materials for SMT, the Building Committee and externally where required; act as secretary to project boards; and manage FOI requests, PQs and political correspondence relating to the capital programme.

Eligibility

  • A third level qualification to a minimum of FETAC Level 7 in a subject related to Estate Management, Engineering or the Built Environment is essential.

  • Minimum of 7 years relevant experience is essential
Desirable
  • A post graduate qualification in estate management, planning, architecture, engineering, construction or project management is desirable

  • Membership of, or eligibility for membership of, a relevant professionalbody e.g. SCSI, RICS, IPI, RTPI, Engineers Ireland or equivalent is desirable.
