Role Overview:

  • Position: Estimator

  • Reporting to: Head of Corporate Services

  • Responsible for: Accurately pricing and estimating voids, larger refurbishment works, and other projects across the Group, including pricing from the Schedule of Rates and leading procurement and tendering activity, with final sign\-off on job pricing before works proceed.

  • Location: Across the Navan and Dublin offices, with occasional visits to regional offices required

  • Contract: Permanent

  • Review: This role and its scope may be reviewed and adjusted from time to time and can change over a 12\-month period in line with the evolving needs of the business and at the discretion of management.
Overall Role:

This is a commercially focused estimating role spanning the full Group, including Premier Irish Homes (PIH), IHPS, Housing Links and any new divisions established as the business grows. The Estimator will be responsible for pricing works accurately and competitively, from individual voids through to larger\-scale refurbishment projects, while supporting procurement and tendering activity across all areas of the business.

The overall objective of the role is to ensure every piece of work is priced accurately, competitively and in a timely manner, protecting margins while maintaining the standard of quality required to win and retain contracts.

The role will work closely with the Pre\-Pricing, Pre\-Planning and Housing Links teams, as well as Project Managers and the wider commercial function, to ensure pricing is consistent, well\-documented and aligned across every division of the Group.

1\. Responsive Repairs Pricing

Take ownership of pricing smaller, day\-to\-day responsive repairs jobs, ensuring quick and accurate turnaround so works can be scheduled and completed without delay.

  • Price smaller responsive repairs jobs promptly, keeping pace with the volume and urgency of day\-to\-day requests.

  • Apply consistent, pre\-agreed rates where appropriate to speed up turnaround on routine, lower\-value works.
2\. Voids Pricing

Take ownership of pricing voids across the Group's housing stock, ensuring turnaround times are met without compromising accuracy.

  • Prepare accurate, itemised pricing for void works, from minor repairs to full refurbishments.

  • Ensure voids are priced efficiently and in a timely manner to support fast re\-letting of properties.
3\. Larger Refurbishment \& Project Pricing

Lead the pricing of larger refurbishment works and projects, working closely with the Pre\-Pricing and Pre\-Planning teams.

  • Produce detailed cost estimates and schedules of works for larger refurbishment projects.

  • Ensure every project is properly assessed and priced before works commence, with a strong focus on accuracy.
4\. Procurement

Support procurement activity across the Group, helping to secure the best possible value on materials and subcontracted works.

  • Source and compare pricing from suppliers and subcontractors to inform accurate estimates.

  • Build and maintain strong relationships with suppliers and subcontractors to support competitive pricing.
5\. Tendering

Take the lead on pricing tenders to ensure the business is commercially competitive when bidding for new work, pricing accurately against the relevant Schedule of Rates.

  • Prepare comprehensive, well\-presented tender submissions within required deadlines, pricing items against the applicable Schedule of Rates.

  • Protect margins while maintaining the standard of quality required to win and retain contracts.
6\. Cost Control \& Value Engineering

Maintain a strong focus on cost control, identifying opportunities to improve value without compromising quality.

  • Identify cost\-effective alternatives and value\-engineering opportunities during the pricing process.

  • Flag potential cost risks or issues early, before works commence.
7\. Supplier \& Subcontractor Pricing

Work with the warehouse, finance and subcontractor management functions to ensure pricing reflects up\-to\-date costs.

  • Maintain accurate, current rates for materials, labour and subcontracted works.

  • Liaise with the Warehouse Manager and Subcontractor Management lead to align pricing with availability and cost.
8\. Schedule of Rates \& Workpal Administration

Keep the Schedule of Rates current and ensure priced jobs, FE Codes and related pricing are properly maintained in Workpal to support accurate and timely invoicing.

  • Review and update the Schedule of Rates on an ongoing basis, reflecting current material, labour and subcontractor costs.

  • Input priced jobs and related information into Workpal accurately and promptly to support invoicing.

  • Take responsibility for updating and changing FE Codes on Workpal, implementing costs and pricing within the system.
9\. Cross\-Divisional Support

Provide estimating support across all areas of the business, including PIH, IHPS, Housing Links, and any new divisions that may be established.

  • Adapt pricing approach to the requirements of each division, from CAPEX and Repairs \& Maintenance to Housing Links.

  • Support the estimating needs of new divisions as they are established, helping build consistent pricing practices from the outset.
10\. Reporting, Sign\-Off \& Documentation

Ensure all pricing and estimating work is properly documented and readily available to support decision\-making, with final sign\-off on jobs resting with the Estimator before works proceed.

  • Provide final sign\-off on job pricing, confirming accuracy before works are authorised to proceed.

  • Maintain clear, well\-organised pricing records and cost breakdowns for every project.

  • Provide regular reporting on pricing activity, margins and tender outcomes to senior management.
Who We Are Looking For:

Person Specification:

  • Strong numerical and analytical skills, with excellent attention to detail when pricing works.

  • Excellent commercial acumen, with a strong focus on margins, value for money and cost control.

  • Good working knowledge of the housing, property maintenance or construction/refurbishment sector.

  • Ability to manage a varied workload and prioritise effectively across multiple pricing requests at once.

  • Strong supplier and subcontractor relationship\-building skills.

  • Excellent communication skills, both written and verbal.

  • Self\-driven, organised and comfortable working to deadlines.

  • Computer literate, with strong Excel skills and confidence using estimating or costing software.
Experience / Qualifications:
  • Previous experience in an estimating, quantity surveying or pricing role, ideally within construction, housing or property maintenance.

  • Experience pricing voids and/or larger refurbishment works is desirable.

  • Experience with procurement and tendering processes.

  • Experience pricing from a Schedule of Rates, and familiarity with job management/invoicing systems (e.g. Workpal) is desirable.

  • A relevant qualification in quantity surveying, construction, or a related discipline is desirable but not essential.

  • Computer literate with knowledge of Microsoft packages, including strong Excel skills.
