Development Control Engineer

Job Title: Development Control Engineer (Grade I) \- Engineering \& Surveying

Location: 2 Bristol Avenue, Colindale, London, London, NW9 4EW, United Kingdom

Contract duration: 12\+ Months \- 3 days in the Borough, 2 days remote

Working Hours: 7\.5 hours per day

Start Date: ASAP

Pay Rate: PAYE £25\.41 per hour

Job Responsibilities:

• Assess the highway and transport implications of planning applications and development proposals


• Manage and process Section 38, Section 278 and Section 184 applications and agreements


• Review, approve and technically audit highway designs, drawings and construction details


• Negotiate with developers, consultants and legal representatives on highway matters


• Provide specialist highways and transport advice to planning officers, developers and other stakeholders


• Prepare cost estimates, engineering assessments, technical reports and correspondence


• Undertake site inspections and monitor highway works during construction


• Identify and resolve engineering issues and ensure works comply with approved drawings, specifications and standards


• Support the adoption of new highway infrastructure and management of highway assets


• Maintain accurate records of applications, agreements, financial contributions, bonds and deposits


• Administer deposits, bonds and fees, review invoices and maintain financial records


• Monitor budgets and contribute to service performance and income targets


• Represent the Highway Authority at meetings with developers, consultants, contractors, elected members and other stakeholders


• Support the Senior Development Control Engineer and deputise when required


• Work with planning, legal, engineering and other multidisciplinary teams


• Ensure compliance with highways legislation, policies, standards, health and safety, data protection and corporate governance requirements


• Contribute to service improvement and the effective delivery of highways development control activities across the borough

Essential Qualifications \& Experience:

• Minimum ONC/HNC qualification in Civil Engineering, Highway Engineering, Transportation Engineering or a related discipline


• Degree\-level qualification is preferred


• Minimum 2 years' post\-graduate experience


• Significant experience managing Section 38 and Section 278 schemes, including technical approval and highway adoption


• Strong knowledge of highways and transport legislation, policies, standards and specifications


• Experience supervising contractors and monitoring highway construction works


• Experience providing professional technical advice to developers, consultants and stakeholders


• Experience within highways development management, highway authority, local authority, transport or civil engineering environments


• Knowledge of construction health and safety requirements


• Full UK driving licence or ability to travel throughout the borough as required

• Strong highways engineering and technical assessment skills


• Strong communication and negotiation skills


• Excellent stakeholder management skills


• Ability to manage multiple projects, applications and competing priorities


• Ability to work independently and use professional judgement


• Strong problem\-solving and analytical skills


• Customer\-focused approach and commitment to service excellence

• Local authority highways development control experience


• Experience managing multiple highway and infrastructure projects


• Highway design auditing and technical approval experience

• Project management experience


• Budget monitoring and financial management experience


• Experience preparing technical, committee or professional reports


• Proficiency in Microsoft Office, particularly Excel and Word


• Experience contributing to service improvement, performance management and income generation


• Experience working effectively across multidisciplinary teams
