  • Support the Head of People in the development and delivery of the People Strategy and wider corporate objectives

  • Lead the delivery of strategic people business partnering services, supporting organisational performance, workforce resilience and effective people management across the organisation.

  • Provide expert advice and leadership on complex employee relations matters, organisational change programmes and workforce risks.

  • Build strong relationships with senior leaders, trade unions and external stakeholders to support collaboration, consultation and successful change delivery.

  • Collaborate with People, Recruitment \& Reward colleagues to ensure delivery of high\-quality, customer\-focused services across the full employee life cycle

  • Oversee organisational restructuring, service redesign and workforce transition activities to support organisational transformation and Public Service reform, ensuring compliance with employment legislation and SEPA policies

  • Lead the review and development of people policies ensuring alignment with the People Strategy, corporate objectives, legislation and best practice

  • Use workforce data, insight and analytics to inform decision\-making, identify trends and drive continuous improvement.

  • Ensure effective governance arrangements are in place for people\-related decisions

  • Prepare and present reports, briefings and recommendations for senior leadership and governance groups

This is a highly important role within our portfolio, which means you’ll need:

  • Chartered Member (MCIPD) of the Chartered Institute of Personnel and Development.

  • Demonstrable experience of management within a substantial People/HR function within a complex organisation, including responsibility for business partnering, employee relations, policies and people service delivery.

  • Proven experience of leading and implementing significant organisational change, restructuring, workforce transition or transformation programmes, including consultation and stakeholder engagement.

  • Extensive experience of managing complex employee relations matters and developing effective industrial relations relationships, including engagement with recognised Trade Unions and senior stakeholders.

  • Proven experience of advising and influencing senior leaders on strategic workforce and organisational issues, with the credibility and judgement to represent and deputise for a Head of Service or equivalent senior leader.
