Ofgem administers energy schemes spanning renewables incentives, energy efficiency and social programmes—more than £13bn each year. Audit, compliance and counter\-fraud activity is essential to ensuring these schemes meet policy outcomes economically and in a consumer\-focused way.

This Deputy Director role is a pivotal senior leadership opportunity within a 220\+ strong Audit \& Compliance portfolio. Working in a Professions and Flexible Resourcing operating model, the postholder will provide clear direction across multi\-disciplinary teams, driving delivery of both business\-as\-usual regulatory activity and priority interventions that support Ofgem’s strategic agenda.

The initial focus

This post is expected to focus heavily on ECO/GBIS, including efforts supporting government work on solid wall insulation remediation. The role will act as SRO for the ECO programme, working across teams and portfolios to ensure smooth scheme close\-down and ongoing delivery. This is fast\-paced, complex work that requires confident leadership in high\-profile environments—working with industry, senior government officials and handling external queries at pace.

What the role will do

  • Lead a significant programme of audit and compliance work, delivering to time, budget and quality through strong governance, controls and risk management.

  • Set clear priorities, objectives, milestones and KPIs so teams can demonstrate targeted delivery and measurable impact.

  • Act as decision\-maker on complex casework, managing value at risk within delegated authority frameworks.

  • Build and develop high\-performing leadership—working with an exceptional management team including around 15 G6 leaders, and supporting their collective growth.

  • Manage critical relationships across government, scheme participants, delivery partners, fraud prevention bodies and the wider energy sector—plus media and political engagement as required.

Job description

The role of Deputy Director – Audit \& Compliance is a critical one. You will lead a group of multi\-disciplinary teams in the context of a Professions and Flexible Resourcing operating model.

The schemes we administer range from renewables incentives, to energy efficiency and social programmes – totalling more than £13 billion each year. We work with energy companies, scheme participants, consumer groups and other stakeholders including elected members to ensure that policy targets are met in the most economical and consumer conscious ways possible. Delivery \& Scheme’s audit, compliance and counter fraud activities are critical to this success.

With the nature, scale and complexity of our work, the Audit \& Compliance portfolio is a growing team of 220\+ and this Deputy Director leadership role will play a pivotal role at the heart of the portfolio by providing clear leadership and direction for delivering key interventions and business as usual regulatory and delivery matters to drive forward Ofgem’s strategic agenda.

Due to its breadth and the nature of the extremely challenging issues we deal with each day, the Audit \& Compliance portfolio is overseen by multiple Deputy Directors. Each Deputy Director is responsible for oversighting delivery of fast\-paced, technically complex audit, compliance and counter fraud work. As one of these leaders, you will plan, oversee and deliver a significant programme of audit \& compliance work on time, on budget and to a high standard through effective management and support of multiple teams.

This role is expected to initially focus heavily on the ECO/GBIS schemes, including efforts to support government’s work in relation to solid wall insulation remediation. The post holder will act as SRO for the ECO programme and be expected to work across a number of teams and portfolios to ensure smooth scheme closedown and delivery. This is a challenging programme of work and will require strong operational delivery experience, an ability to manage complex compliance cases and relationships and an ability to effectively communicate and influence at the highest levels. It will be important to be confident working with industry, senior government officials and handling external queries – frequently at great pace. This is incredibly important work and you will be supported by fantastic colleagues within and beyond your immediate team.

This is significant leadership role and, working alongside other senior leaders within and beyond your area, you will actively demonstrate exceptional inclusive people and enterprise leadership, ongoing professional development and commitment to Ofgem values. The management team in the Audit \& Compliance portfolio includes \~15 exceptional G6 leaders. You will be responsible for work managing many of these and also supporting the collective development of the cohort as a whole.

This role will report into the Director, Audit \& Compliance portfolio and is accountable to them for delivery.

Key Responsibilities:

Delivery of a significant programme of work and managing and co\-ordinating successful outcomes across teams, Ofgem and professions

  • Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.

  • Accountable for agreeing and delivering on budget and resource requirements.

  • Responsible for building and supporting the teams delivering the work including effective scoping of work and setting of clear responsibilities.

  • Encourages and supports development of colleagues within profession and teams

  • Jointly responsible with the Personal Development Lead (PDL) on welfare and pastoral care of all colleagues.

  • Effectively undertakes appropriate and necessary D\&I focus within their team and the wider organisation.
Key Outputs and Deliverables
  • Plan, direct, coordinate, and lead a programme of activities within the Audit \& Compliance portfolio resulting in robust, timely and efficient administration of schemes in which both the experience of Scheme Users and protection of the public purse are prioritised.

  • Ensure schemes you are responsible for deliver value through efficient and effective non\-compliance/fraud detection and intervention where needed – and that this intervention is delivered at pace, with measurable (and where appropriate) visible impact.

  • Ensure the teams you lead have clear priorities and can demonstrate targeted delivery against these, including via KPIs.

  • Acts as a decision maker on complex casework and SRO on key programmes as appropriate.

  • Through delegated authority decisions manage value at risk in relations to assessment decisions for operations portfolios within a delegated authority framework.

  • Contribute to the effective management and leadership of the Audit \& Compliance portfolio, Delivery \& Schemes directorate and wider Ofgem.

  • Manage the key relationships with scheme participants, government, consumer and energy sector bodies and key delivery partners related to your programme of work.

  • Develop, retain and motivate a sizeable team, including supporting and enabling a strong management team within your area and across the wider portfolio

  • Drive rapid and consistent operational improvements to ensure that delivery provides a timely quality service in line customers’ expectations, with the most effective use of our resources.

  • Provide oversight for complex interpretation of the regulations and complex case reviews including representing Ofgem externally and internally as required.

  • Lead on media and political engagement, as appropriate.

  • Strategic workforce planning \- to recruit, develop, and deploy staff within the function to meet the organisation’s strategic priorities.

  • Collaborate with other directorates to identify delivery dependencies and embed processes.

  • Supports Ofgem’s Professions model, providing professional mentoring, development, thought leadership and across postholder’s relevant professional disciplines.
