As both Digital Partner and/or Digital Delivery Partner we advise and assure business units and ALBs in developing their own Digital, Data and Technology (DDaT) capabilities, as well as taking on delivery responsibilities ourselves where relevant.

We have structured ourselves into eight critical functions to realise this vision \- Product, Portfolio, Enterprise Services, Technology, Cyber, Data, Strategy \& Digital Transformation and People \& Business Services.

Job description

The role

The Enterprise Services Team is part of Cabinet Office Digital based in the Cabinet Office. It provides, maintains and supports the IT services (hosted and public cloud IT infrastructure, telephony, network security, internet connectivity, local area networks, Wi\-Fi, end\-user devices, cloud capability and full software portfolio) relied upon by the entire Cabinet Office. Our user base of over ten thousand includes the Cabinet Office, Crown Commercial Services, Government Property Agency and a number of Ministers.

This is an exciting opportunity for an experienced Delivery Manager to join the Enterprise Services Portfolio Delivery team and lead the successful delivery of complex, high\-profile and business\-critical technology and infrastructure initiatives across multiple products and services.

You will operate across the full delivery lifecycle (from discovery, mobilisation and planning through to implementation, transition and live service), ensuring delivery is aligned to strategic priorities, governance expectations, commercial constraints and operational outcomes.

The role requires a strong blend of strategic leadership, technical delivery management, stakeholder engagement and delivery governance capability. You will lead multidisciplinary delivery teams operating in both Agile and Waterfall environments and work closely with technical specialists, suppliers, estates teams, commercial colleagues and senior stakeholders across government. You will play a key role in driving delivery maturity, embedding consistent governance and planning practices, improving delivery standards and supporting a culture of continuous improvement across the portfolio.

The successful candidate will be comfortable operating in ambiguity, managing competing priorities, influencing at senior levels and balancing strategic oversight with hands\-on delivery leadership when required.

Main responsibilities

  • Lead the end\-to\-end delivery of complex enterprise technology, infrastructure and workplace transformation initiatives.

  • Deliver products and services using the appropriate agile and/or waterfall delivery methodology, tools, and techniques, adapting the approach to deliver successful outcomes and continuously iterating and learning.

  • Provide delivery leadership across discovery, planning, mobilisation, procurement, implementation, transition and live service.

  • Build and lead high\-performing multidisciplinary teams, fostering collaboration, accountability and continuous improvement

  • Work closely with the Head of Delivery, Delivery Managers, Business Analysts and User Researcher to define the roadmap for any given product and translate into delivery plans.

  • Support portfolio planning, prioritisation and capability management activities to ensure delivery confidence across Enterprise Services delivery portfolio

  • Establish project and portfolio finances, including budgeting, forecasting, cost\-tracking, financial reporting and value\-for\-money decision\-making

  • Maintain delivery momentum through proactive management of risk, issues, dependencies and blockers.

  • Build the right environment for the project teams to deliver in, collaborate, motivate and focus on the most important outcomes. Making sure teams understand their mission, vision and goals, and that these align across the organisation

  • Act as the bridge between technical and non\-technical stakeholders, influencing senior leaders and driving informed decision\-making

  • Work closely with commercial, procurement and supplier management teams to support procurement activities, contract mobilisation and supplier performance.

  • Actively participate in the Delivery Manager community, sharing and re\-applying skills and knowledge, while also contributing to the continuous improvement of Enterprise Services delivery standards, frameworks and ways of working.

Person specification

Essential skills and experience

It’s essential that you can demonstrate and have proven experience in:

  • A track record of delivering complex IT infrastructure\-related and/or enterprise technology products and services across multiple phases.

  • Ability to plan and deliver across multiple delivery methodologies including agile, waterfall and hybrid approaches

  • Managing complex stakeholder relationships across technical, operational and senior leadership communities

  • Managing risk, issues, assumptions and dependencies proactively to support successful delivery outcomes

  • Maintaining momentum across high\-performing multi\-disciplinary project teams, with an understanding of team styles and how people work together.

  • Managing competing priorities and making effective delivery decisions in fast\-paced and ambitious environments.

  • Communicating clearly and confidently with both technical and non\-technical stakeholders and senior leaders, including the ability to mediate and mend relationships within your team
Desirable skills

A recognised project or programme management qualification (e.g., Scrum Master, Agile, Prince2\)

Knowledge of Government Digital and Data delivery standards and delivery lifecycle approaches

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.
