Job summary

The Health and Safety Executive (HSE) is Britain’s national regulator for workplace health and safety. We are dedicated to protecting people and places and helping everyone lead safer and healthier lives.

The Change Team sits within our Operational Services Division and is comprised of three key pillars:

• Transformation Office (TO),


• Programme and Project Management (PPM),


• Change and Business Improvement (C\&BI).

These pillars contain professional practitioners who are deployed to projects and programmes within HSE. Each pillar is led by a Head of Change and Practice Lead. The Data and Management information Analyst (DMIA) role will work alongside other professionals, e.g. other Analysts, Change Practitioners, Business Architects, from across the three pillars, to provide expert analytics and support to the delivery of HSE transformation and operational excellence.

Working Pattern

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week

Travel

Travel to other offices for training, meetings and projects may be required on an ad\-hoc basis. These may, on occasion, necessitate overnight stays.

NB Dependant on business need this role may be extended or become permanent.

Job description

You will work within multidisciplinary teams to support the delivery of the various organisational benefits and enhancements. You will be responsible for supporting work across digital and transformation projects to articulate business and user requirements, design and implement new services, processes, organisational structures and ways of working. You will also provide continuous improvement support to HSE’s operations.

Key responsibilities:

You will be responsible for:

• Understanding and interpreting business problems to identify and implement appropriate data solutions.


• Leading the creation of data models and conceptual and logical data structures to support recommendations and inform the design and implementation of new services and processes across HSE.


• Collecting, preparing, analysing, presenting and reporting on large and complex qualitative and quantitative datasets, using a range of analysis and modelling techniques to derive actionable insights and identify/predict trends.


• Leading the creation of planning and performance reporting frameworks and the definition of KPIs to maximise operational excellence and analysing, modelling and forecasting the impact of change initiatives on existing operational and financial KPIs.


• Utilising programming skills for data analytics. Identifying, collecting and migrating data to and from a range of systems.


• Building relationships and liaising with key stakeholders to help them understand the relationship between data models and operational service, highlighting risks where appropriate.


• Supporting day\-to\-day business operations and working with colleagues across the wider team to deliver against priorities and drive best practice


• Performing line management and/or matrix management of more junior staff, as required.

Person specification

Essential Skills and Criteria

• Demonstrable experience translating business issues into high quality data and MI analysis output that drive insight and decision\-making. (Lead criterion)


• Extensive previous experience in a Data Analyst or Data Scientist role


• Ability to successfully work as part of a project team, balancing competing demands and defining and working to agreed deliverables and deadlines.


• Advanced Microsoft Excel skills, and proficiency in Structured Query Language (SQL) and Microsoft Power Platform (PowerBI, Automate, etc).


• Demonstrable IT and mathematical skills with the ability to quickly learn new systems and ways of working.


• Ability to develop strong and productive relationships with stakeholders and to communicate at all levels to both technical and non\-technical audiences.
