Community Infrastructure Strategic Projects Officer

Position No. 1036

Temporary Full Time – up to 24\-months

Band 6 \- $92,473 \- $100,655 annually, plus 12% statutory superannuation

Wellington Shire Council is seeking a driven professional to lead the development and delivery of strategic planning projects that inform how community infrastructure is planned, prioritised and delivered into the future.

This is a unique opportunity to work at the intersection of strategy, policy and project delivery, influencing decisions that will shape communities across Wellington Shire.

Key objectives of the role include:


  • Lead the planning and delivery of community infrastructure strategic projects, ensuring alignment with Council Plan priorities, service needs and governance requirements.

  • Manage end‑to‑end project activities, including scoping, feasibility, budgeting, scheduling and risk management.

  • Procure, manage and coordinate external consultants, ensuring delivery aligns with project objectives, timeframes and budgets.

  • Develop and contribute to new and updated strategy, policy and planning documents related to community infrastructure.

  • Build and maintain effective working relationships with internal stakeholders, Councillors, government agencies, consultants and community groups across Wellington Shire.

  • Plan and undertake community and stakeholder engagement activities, including preparation of reports, briefings and executive‑level updates.

  • Provide high‑level advice and recommendations that reflect an understanding of the political, organisational and legislative context of local government decision‑making.

The successful candidate will need to demonstrate:


  • Experience in infrastructure planning, strategic projects, project management or a similar role within a complex organisational environment.

  • Well‑developed project management skills, including the ability to manage multiple priorities, tight deadlines and competing demands.

  • Experience procuring and managing consultants and coordinating multidisciplinary stakeholders.

  • Capability in developing strategy, policy, project documentation and reports for senior leadership and Council.

  • Strong communication and stakeholder engagement skills, including experience working with communities and elected representatives.

  • Sound understanding of the political and governance environment within local government or a comparable public sector setting.

  • High level of proficiency in office tools, reporting and collaborative work practices.
Ability to work independently with minimal supervision while contributing effectively as part of a team.
