Commercial Manager

A public sector organisation is seeking an experienced Commercial Manager to support the delivery of a portfolio of infrastructure and facilities management procurement projects, including the procurement of the Canopy Replacement Programme, Staff Welfare Programme and Customer Toilets Programme.

This role has been created through the conversion of a planned Assistant Commercial Manager transition position into a Commercial Manager role and offers the opportunity to take ownership of a range of lower-value category works and non-complex infrastructure and hard FM procurements.

The successful candidate will play a key role in delivering compliant, value-for-money procurement solutions while supporting TfL's Responsible Procurement agenda and wider sustainability objectives.

This is an initial contract until mid-December with opportunity for extension, the role is based in Central London with hybrid working available (2 days per week onsite. The daily rate for the role is up to £529.95 per day inside IR35 via an Umbrella company.

Key Responsibilities

• Lead end-to-end procurement activities from strategic planning through to contract award.


• Develop procurement strategies and determine appropriate routes to market.


• Manage procurements relating to infrastructure works, hard facilities management and asset renewal programmes.


• Draft, review and negotiate contract terms, conditions and commercial schedules.


• Lead supplier engagement, tender clarification and evaluation activities.


• Support contract and framework agreement delivery throughout the contract lifecycle.


• Ensure compliance with the Procurement Act 2023 and governance requirements.


• Deliver Responsible Procurement objectives including social value and sustainability commitments.


• Build strong relationships with internal stakeholders across the organisation and the wider Group.


• Provide commercial advice and procurement expertise to project teams and senior stakeholders.


• Support supplier performance, risk management and continuous improvement initiatives.


• Produce accurate management information and procurement reporting.

We are keen to speak with candidates who can demonstrate:

• Strong end-to-end public sector procurement experience.


• Knowledge of the Procurement Act 2023.


• Experience delivering procurements across works, services or facilities management categories.


• Proven contract negotiation and commercial management experience.


• Experience preparing and reviewing contract terms, conditions and commercial schedules.


• Strong stakeholder management and communication skills.


• Contract and purchase order management experience.


• Experience managing multiple procurement activities simultaneously.
