This is a home\-based role with some travel to London once every 6–8 weeks for team meetings, planning days, training, and company events. Candidates must be able and willing to travel to London. Travel expenses are reimbursed in full.
Salary: £40,000 – £45,000 per annum, dependent on experience

About the Role
We are looking for an experienced Business Development Manager to lead the growth of our public sector apprenticeship provision across the UK.
This role combines strategic business development, relationship management, framework opportunities, and tender activity. You will build partnerships with public sector organisations, identify workforce development opportunities, and secure new business through a combination of direct engagement, procurement frameworks, and competitive tender processes.
Working closely with colleagues across Commercial, Quality, Operations, Curriculum and Marketing, you will help develop compelling proposals that showcase KnowledgeBrief's ability to deliver high\-quality apprenticeship programmes and meaningful workforce development outcomes.

BDM \- Public Sector Specialist \- Key Responsibilities
- Identify and develop new apprenticeship opportunities across local authorities, NHS organisations, government departments, housing associations, emergency services, and wider public sector organisations.
- Build and manage relationships with senior stakeholders, HR teams, learning and development professionals, and procurement teams.
- Generate new business opportunities through networking, outreach activity, framework opportunities, referrals, and sector engagement.
- Lead and coordinate tender, framework, DPS, mini\-competition, and bid opportunities from identification through to submission and award.
- Produce high\-quality written proposals and tender responses
- Monitor public sector procurement activity, workforce development priorities, and market trends to identify future opportunities.
- Manage a pipeline of opportunities and maintain accurate forecasting and CRM records.
- Contribute to apprenticeship start and revenue targets through new business acquisition and account growth.
Essential
- Proven experience in business development, account management, or sales within the public sector.
- Experience managing or contributing to public sector tenders, bids, procurement exercises, or framework opportunities.
- Strong written communication skills with the ability to create compelling proposals and tender responses.
- Experience engaging and influencing senior stakeholders within public sector organisations.
- Demonstrable success managing complex sales cycles and multiple stakeholders.
- Strong commercial awareness and ability to identify and convert opportunities.
- Experience within apprenticeships, education, workforce development, training, or learning and development (highly desirable)
- Experience working with procurement frameworks, Dynamic Purchasing Systems (DPS), or public sector procurement routes such as CCS, YPO, ESPO, or NHS frameworks.
- Understanding of apprenticeship funding and workforce development priorities.
- Experience using procurement portals and tender management systems.
- Knowledge of public sector procurement regulations and processes.
