Cecure Intelligence Limited (CIL) develops and operates digital products and delivers cloud, cybersecurity and managed technology services. Democratic Website (DW) is CIL’s platform for modernising democratic and governance workflows, including committee, meeting, publication and associated local\-government processes.

Why this role exists

DW is moving from product development and early market validation into structured commercial growth. CIL has built several demand\-generation routes, including digital campaigns, practitioner/community initiatives, public\-sector tender routes, and partner development, and now needs an experienced commercial owner who can convert those routes into qualified opportunities and contracted customers.

The commercial reality

This is not a mature territory with a large installed base. You will be building into a greenfield. You won't be expected to spend your day managing inherited accounts, servicing renewals, or farming a pre\-existing portfolio. Your job is to create and win new business, while helping CIL establish a repeatable go\-to\-market engine.

This is a build role. No mature account book is waiting for you. You will join us to create the market, open doors, and win new customers for Democratic Website (DW), our platform for modern local\-government democratic and governance workflows.

You will work across direct prospecting, digital demand, practitioner engagement, tenders, procurement routes and partners. You will be expected to turn that activity into qualified pipeline and signed contracts with the discipline to qualify out weak opportunities, and the credibility to sell into councils where operational, governance, IT, legal and procurement stakeholders all influence the decision.

What you’ll do

  • Build a greenfield territory and target\-account plan from the ground up.

  • Generate your own pipeline and convert marketing, events, partner and procurement signals into commercial opportunities.

  • Run consultative discovery and multi\-stakeholder account engagement.

  • Coordinate tailored demonstrations with our Product Manager and subject\-matter specialists.

  • Navigate local\-government procurement, tenders, frameworks and formal buying processes.

  • Own proposals, commercials, negotiation and close within agreed authority.

  • Maintain rigorous CRM, qualification and forecasting discipline.

  • Feed market intelligence back into product, pricing, messaging and GTM strategy.

  • Hand closed customers cleanly into implementation/customer success; routine account management is not the centre of this role.
What we’re looking for
  • A proven new\-business hunter with evidence of building pipeline where little existed before.

  • Experience selling SaaS, technology or complex services into the public sector or similarly complex organisations.

  • Strong discovery, presentation, negotiation and closing capability.

  • Comfort with tenders and structured procurement.

  • Evidence\-based forecasting and excellent CRM discipline.

  • The confidence to engage senior stakeholders without losing credibility with operational practitioners.

  • Integrity, resilience and enough curiosity to learn the realities of Democratic Services rather than sell from a generic script.
What this role is not

Not an account manager. You will not be measured primarily on servicing an established customer portfolio, routine renewals or relationship maintenance. Your core measure is new commercial growth: new opportunities created, new organisations won and a repeatable pipeline engine built.

Pay: £45,000\.00\-£55,000\.00 per year
