Newport City Council is seeking an ambitious, innovative and forward\-thinking Cleansing Manager to lead the next phase of development for our cleansing service.

Over the past 18 months, we have invested significantly in the modernisation of our service through digital transformation and the implementation of a service restructure. These changes have created a strong foundation for improvement, and we are now looking for an exceptional leader who can build on this progress, embrace innovation, and drive high\-performing services that meet the needs of our growing city.

About the Role

As Cleansing Manager, you will provide strategic and operational leadership for Newport's cleansing service, ensuring the delivery of safe, efficient and high\-quality services that contribute to a cleaner, greener and more attractive city.

You will lead a committed workforce through continued transformation, using data, technology and performance management to identify opportunities for improvement and deliver excellent outcomes for our residents, businesses and visitors.

Key Responsibilities

  • Lead the ongoing development and delivery of Newport's cleansing strategy and service improvement plans.

  • Build upon recent digitalisation and service transformation initiatives to enhance performance, efficiency and customer satisfaction.

  • Use technology, data and innovative approaches to improve service delivery and support evidence\-based decision making.

  • Provide inspirational leadership to frontline teams, promoting a culture of accountability, continuous improvement and high performance.

  • Manage service budgets effectively, ensuring resources are used efficiently and deliver value for money.

  • Develop strong relationships with internal departments, elected members, contractors, partners and community groups.

  • Monitor and analyse operational and performance data to identify trends, challenges and opportunities for improvement.

  • Ensure compliance with relevant legislation, health and safety requirements and council policies.

  • Contribute to wider Waste and Recycling and Environmental and Public Protection service area priorities, supporting corporate objectives and cross\-service initiatives.
About You

We are looking for an experienced manager and confident leader who thrives in a changing environment and is passionate about delivering excellent public services.

You will be able to demonstrate:

  • Experience of leading operational services and managing large or diverse teams.

  • A proven track record of delivering service improvement, transformation and organisational change.

  • The ability to embrace new technologies and use of IT and data analysis to drive performance and innovation.

  • Strong project management and leadership skills with the ability to motivate, develop and support teams through change.

  • Excellent communication, influencing and stakeholder management skills.

  • Experience of managing budgets and delivering services within financial constraints.

  • Strong analytical and problem\-solving abilities, with excellent attention to detail.

  • A commitment to customer service, environmental improvement and continuous improvement.
Experience within cleansing, waste, highways, environmental, facilities management or other operational service environments would be advantageous. However, we welcome applicants who can demonstrate strong transferable leadership and transformation skills from other sectors.

You will report directly to the Waste and Cleansing Service Manager and work closely with managers across Environment and Public Protection, including waste and recycling, grounds maintenance, parks and recreation, community protection, climate change, biodiversity, cemetery and crematorium services, and regulatory services.
