Duties
----------

• Provides Early Intervention Services (EIS) to infants/toddlers and their families who are eligible for early intervention under the Department of Defense criteria.


• Implements a family\-centered approach to services that supports and fosters confidence and competence in families to meet the needs of their child.


• Provides service coordination for families coordinating with community agencies to assist families in meeting the complex needs of their child.


• Participates in the EDIS public awareness program to include providing information on infant and toddler developmental milestones and the critical importance of the early identification of infants and toddlers with disabilities.

• U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.


• This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so and periodic re\-verification check of multiple agency records.


• This position requires the incumbent to successfully complete and maintain credentialing and privileging requirements.


• This position requires Basic Life Support (BLS) certification from, or in accordance with, the American Heart Association (AHA) or American Red Cross.


• This position requires the completion of a pre\-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.


• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual season influenza vaccinations in accordance with Defense Health Agency Procedural Instruction 6025\.34\.


• This position is subject to screening and update of required immunizations.


• This position requires Temporary Duty (TDY) or business trave; up to 10% of the time away from your permanent duty station. mostly within local commuting area of responsibility.


• This position is identified as Mission Essential which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting).


• This is a drug testing designated position (TDP) subject to pre\-employment drug test.


• This position requires a valid, state\-issued and USAREUR Driver’s License and must be insurable in order to travel to other locations in the Command’s structure.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Speech/Language Therapist (Early Intervention):

Education: The mandatory education program described below must have been approved, recognized, or accredited by the Council on Academic Accreditation in Audiology and Speech\-Language Pathology (external link) (CAA) of the American Speech\-Language\-Hearing Association (external link) (ASHA) at the time the degree was obtained.

Degree: A graduate or higher level graduate degree that included 18 semester hours in the field of speech pathology with approved clinical practice. (You must submit a copy of your transcripts with your application)

AND

License: a full, current, and unrestricted license to practice Speech/Language Pathology in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (You must submit a copy of your license with your application)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to at least the (GS\-11\) grade level in the Federal Service which includes: conducting multidisciplinary developmental assessments using standardized protocols, and the development and implementation of Individualized Family Service Plans (IFSPs) for infants and toddlers with disabilities; analyzing and interpreting test results in the evaluation of all five developmental domains and especially in communicative disorders of children; delivering Speech\-Language pathology and other developmental support services in an early intervention setting using a parent coaching model; and collaborating with individuals and groups to evaluate and resolve problems in hearing, voice, language, or speech.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. • Locality pay does not apply in the overseas area.


• If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space\-required basis in accordance with DoDEA Regulation 1342\.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342\.12 and DoDM 1342\.12\.


• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space\-required basis in accordance with DoDEA Regulation 1342\.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342\.12 and DoDM 1342\.12\.


• Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space\-available and reimbursable basis only.


• Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.


• Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400\.25 volume 1250\.
