The Home Office Resourcing Centre leads recruitment activity across the department, ensuring the organisation attracts and retains talented individuals through well\-designed roles and targeted resourcing, attraction, and selection strategies.
The Senior Recruitment Marketing Manager reports to the Head of Employer Brand \& Recruitment Marketing and works as part of a team responsible for developing and delivering strategies that promote recruitment campaigns and achieve hiring objectives.
This role provides an excellent opportunity to apply and develop marketing expertise within employer branding and recruitment marketingan area of growing importance and high value to employers.
Job description
We are seeking candidates with significant experience in a communications delivery role, particularly in developing and delivering integrated paid marketing campaigns. You will be motivated to work on creative recruitment campaigns that deliver clear, measurable outcomes.
You will have a proven track record of leading campaigns end\-to\-end, from initial research and insight through to strategy development, creative and media planning, implementation, and evaluation. Strong marketing expertise is essential, along with the ability to build effective relationships with a wide range of stakeholders and audiences.
You will be highly organised, able to work independently, and skilled at managing competing priorities. Strong project management capability is crucial, alongside experience in managing budgets effectively, including monitoring and forecasting spend.
Responsibilities will include:
- Campaign development: sourcing and analysing insight to set KPIs, define audiences and inform creative and media plans.
- Internal stakeholder management: securing approval of plans, including with hiring managers and senior stakeholders; collaborating with other Home Office Resourcing Centre teams, including Resourcing Consultants, to develop campaign plans.
- Supplier management: briefing, approval and evaluation of communications agency and other suppliers.
- Development of communications plans: including creative development, media planning and buying and full integrated plans.
- Brand management: Applying the Home Office recruitment branding appropriately, maintaining overall brand coherence.
- Evaluation: close working with the Resourcing Centres Analytics and MI team to set, measure and report on KPIs and analyse results to improve future campaigns.
- Line management of a small team.
- Budget management: accurate management of campaign budgets including forecasting and payments.
Person specification
Essential Criteria:
- Experience of supplier management, to include creative and/or media agencies or leading media owners. Experience of briefing, day to day management and performance management.
- Aptitude for creative development: to include developing propositions, messaging and creative assets, ensuring consistency and building brands.
- A detailed understanding of media planning and implementation: to include development of strategies and integrated multi\-channel media plans and management of delivery, including evaluating campaign success.
- Proven ability to see the bigger picture and both identify and mitigate risks including reputational risks.
- Collaboration and negotiation: Ability to develop and deliver marketing campaigns working alongside business colleagues. A track record of influencing senior stakeholders to secure agreement to proposals.
- Project management and prioritisation: able to work at pace to deliver a number of campaigns in support of communications priorities, which can change at short notice. Able to prioritise and manage projects effectively.
- Leadership and decision\-making: ability to lead a team and work independently to deliver effective campaigns.
- Experience of running recruitment marketing campaigns.
- Formal marketing qualification.

1\. Online Test by 04th June 2026
If you successfully pass the Management Judgement test, you will be invited to complete the full application form. If you fail to complete the online test or full application before the deadline, your application will be withdrawn.
Guidance for the Civil Service tests will be available when you are invited to take the test. The online tests are accessed via the Civil Service Jobs website.
You cannot complete the tests on a mobile phone or tablet.
Following successful completion of your test, you will then be asked to complete the full application form.
2\. Application by 04th June 2026
As part of the application process, you will be asked to complete:
- CV
- Personal Statement (maximum 750 words).
Your CV will be scored against the experience required for the role as noted within the essential criteria.
The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3\. Sift commencing 08th June 2026
The sift will be held on the Personal Statement and CV.
Should a high volume of applications be received, an initial sift will be conducted on the CV. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (Personal Statement). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.
If you are successful at sift stage, you will be invited to an interview that will be Strength based and Experienced based questions.
4\. Interview commencing 29th June 2026
The interview will take place on MS Teams.
