Senior Planning & Performance Manager

Liverpool/Hybrid (Once a week on site)

6 months +

Up to £695 per day (Inside IR35)

An experienced Senior Planning & Performance Manager is required for our regulatory client to support a major digital transformation programme. Working within the PMO you'll play a key role in a new Programme of work, a transformation portfolio focused on improving digital services, increasing operational efficiency and enhancing reporting capabilities. This is a hands-on leadership role focused on creating a single view of portfolio demand, capacity, dependencies and performance, enabling better investment decisions, stronger governance and improved delivery outcomes.

Key Responsibilities

  • Establish and enhance portfolio planning, resource management and PMO capabilities across a complex organisation.

  • Develop forecasting, demand management and capacity planning approaches to support strategic and operational decision-making.

  • Design and embed dependency management frameworks and governance processes across a multi-project environment.

  • Produce portfolio-level reporting, management information and analysis to support prioritisation, investment decisions and executive governance.

  • Drive reporting automation and create dashboards that provide visibility of resource utilisation, forecasting, portfolio health and delivery performance.

  • Partner with Finance, Project Managers and Delivery Managers to improve planning, reporting and decision-making.

Experience required:
  • Establishing or transforming resource management, capacity planning, portfolio planning or PMO functions within a complex environment.

  • Implementing forecasting and demand management approaches that improve organisational decision-making.

  • Leading organisational change, process improvement or operating model initiatives.

  • Working with senior leaders to establish governance, standards and performance frameworks.

  • Delivering meaningful portfolio reporting and management information that supports executive decision-making.

Technical Expertise:
  • Strong analytical, planning and data interpretation skills, with the ability to turn complex data into actionable insight and forecasting.

  • Knowledge of portfolio resource management, capacity planning, forecasting and dependency management methodologies.

  • Experience implementing and integrating Azure DevOps (ADO), Microsoft Planner, Power BI and Microsoft 365 solutions.

  • Proven experience designing automated reporting, dashboards and management information solutions.

  • Strong understanding of governance, assurance, risk management and performance reporting principles.
