JOB TITLE: Senior Operations Manager

LOCATION: Windsor, Berkshire (and Kingsley, Hampshire)

REPORTING TO: Business Director

FORMAT: Full time M\-F with 6 weeks holiday per year.

INTRODUCTION

The Green Room Foundation is a charity and network of provisions dedicated to helping young people with Special Educational Needs (SEN) develop their full potential. We currently run two schools, a college and a short term alternative referral project \- we refer to these as our provisions. Our most recent Ofsted report (2023\) stated that \- "Leaders have been successful in their vision to make education at The Green Room School an ‘unmissable’ experience. It is typical for pupils here to talk about the transformational impact this school has had on their lives".

Today, our vibrant community currently spans five sites, supporting nearly 100 young people aged 11 up to 25\. Every student is supported by an Education Health Care Plan (EHCP) as they work towards qualifications, essential life skills, and a future that genuinely fits them, whether that involves college, training, apprenticeships, or the world of work.

INTENT/PURPOSE OF THE ROLE:

The Senior Operations Manager role will oversee our spaces and services, detailed below, ensuring they are effective for all stakeholders. This role will ensure full compliance to Health and Safety, Environmental Health and other regulations, as well as effective maintenance and repairs, regular refurbishment of our spaces in conjunction with established contractors, nutritious and timely meal delivery, excellent cleanliness and appropriate contract management. As our activities develop and change, new spaces or services may be required, and this role will either run projects internally or liaise with external project management to ensure their timely development.

This role reports to our Business Director and will work in conjunction with colleagues in our Foundation Team and in our provision offices, working together to deliver excellence. This is a full time role with team leadership responsibility for our Facilities Manager, Caretaker, Chefs and Cleaning Contractors, and potentially others in the future.

The Green Room Foundation is a lively environment and consequently during term time it is very busy, leaving the traditional school holidays and half terms for projects to be booked and supervised whilst requiring clear access to our sites.

This role is 40 hours per week, with 6 weeks holiday to be taken across the year.

IMPLEMENTATION AND RESPONSIBILITIES

Estates \& Facilities Management

Take ownership of our Risk Manager system which contains our estates compliance and maintenance tasks, ensuring maintenance requests are triaged correctly, and actioned by the team in a timely and high quality manner. Line manage/team lead the Facilities Manager and Caretaker to ensure the maintenance of our spaces is planned, organised, and well run.

Conduct a rolling review of our estate, planning upgrades as needed to fit in with school and staff holidays. Work with the Facilities Manager to obtain quotes for review and selection and oversee the quality of the work to be completed with the Facilities Manager and the Caretaker.

Manage the Maintenance budget including input into the budget process prior to the start of the financial year, ensuring that costs are kept within budget, and working with the Business Director if outside budget requests are needed.

Oversee the security of our sites, including locks, cameras, signage, gates etc. Be the first point of call for security issues and any reporting to the authorities.

Health and Safety Management

Ensure adherence to Health \& Safety regulations including Environmental Health, RIDDOR, COSHH, PAT Testing Vehicles rules etc. across all four sites.

Fleet Management

Ensure adherence to legal checks, maintenance, MOTs, insurance, and safety checks for all foundation vehicles. Ensure cleanliness and equipment on board is to standard at all times.

Catering \& Procurement

Line manage/team lead our two site chefs to ensure consistent high quality delivery of nutritious meals cooked from scratch, in kitchens that are maintained to 5\* Environmental Health standards at all times.

Review our contract with Brakes in coordination with our chefs and Finance Manager. Analyse spending patterns, review stock management, work with chefs to adjust buying habits, and ensure we are achieving true value for money without sacrificing nutritional quality

Cleaning \& Environment

Manage the cleaning contractors to ensure our schools are cleaned well and the process to resolve any issues raised.

Working with our Heads and office staff, ensure a system of a "place for everything". Understand that an untidy site is an inefficient site, and work with the staff body and the estates team to ensure a safe, clear, clean environment, including oversight and upkeep of storage areas.

Champion and encourage operating sustainably in line with our target of Net Zero by 2030\.

Contracts

Manage and augment ourapproved supplier list per the Sustainable Procurement Policy. Review current supplier contracts to ensure best value for money and optimal service delivery.

Work with new suppliers to agree contracts as needed to deliver best value.

New Buildings/Spaces

In the future the Foundation may purchase or rent new buildings which may need to be adapted to the needs of the students. This may include just adding the key safety elements to ensure a space is legally safe eg fire safety, signage, etc. Slightly larger projects may require some project management including liaison with builders, planning and others. Alternatively we may require major works which requires external project management and contractors. It will be necessary to determine what should be outsourced and from there, this role will assist in finding the appropriate project management/contractors (either previously used or new to us). Major works projects will be supported by members of the Executive Leadership Team.

Once projects have been completed this role will ensure new spaces are ready for handover to the students and provision staff, and that our systems are updated to include the new maintenance required.

IMPACT

By ensuring each element of the role is well, this role will support our leaders to enable our organisation to deliver audacious and unmissable education within a safe, compliant and well run environment. The success of this role is measured by how effectively our spaces and resources are deployed and our staff services are delivered to provide high\-quality therapeutic and educational interventions, whilst ensuring our spaces and staff services are ready for our future projects.

KEY SKILLS AND EXPERIENCE:

We are looking for someone who will take pride in our Foundation’s infrastructure, delivering excellent spaces and services to our staff and students.

Proven experience in a similar role in a multi site organisation, ideally experience in an educational or SEN setting. This experience should include maintenance, rolling building/facilities upgrade programme, fleet management, kitchen and environmental management.

Willingness and ability to travel regularly between our sites in Berkshire and Hampshire (Clean driving licence required).

This is a busy, varied and highly rewarding role for an individual who is experienced in:

  • Managing and motivating diverse teams, and having the ability to offer high support and high challenge in order to ensure excellent performance to goals.

  • H\&S and Environmental Health regulations.

  • Procurement and contract management.

  • Problem solving including conducting research to determine and purchase solutions and know when and how to source expert advice when needed.

  • Google Suite

  • Risk Manager software. Training can be provided.
