Working Arrangement: Hybrid (minimum 2 days per week onsite in the West Midlands)
This is a key leadership role responsible for driving the Council’s talent, development, wellbeing, and EDI priorities, supporting workforce transformation and enabling inclusive, high-performing services.
Key responsibilities • Lead and develop the Talent and Development team, delivering the Council’s People Strategy and workforce priorities
- Drive talent management, succession planning, leadership development and learning initiatives
- Lead the EDI and wellbeing agenda, promoting an inclusive and supportive workplace
- Design and deliver organisational development and culture change programmes
- Provide expert advice to senior leaders on workforce planning and organisational development
- Use workforce data and insights to inform decision-making and continuous improvement
- Lead workforce transformation projects and contribute to wider corporate change programmes
- Build strong partnerships, promote best practice and ensure compliance with relevant policies and legislation
- Prepare reports and business cases for senior leadership and governance forums
- Deputise for the Assistant Director of People & Inclusion as required
- Significant experience leading talent, leadership, learning and organisational change in a large, complex organisation
- Strong track record of influencing senior stakeholders and shaping strategic workforce decisions
- Expertise in EDI, wellbeing, workforce development and employee engagement
- Experience leading teams and managing organisational transformation
- Strong knowledge of employment and equality legislation, ideally in public sector or unionised environments
- Ability to use workforce data and insights to drive improvement
- Excellent communication, stakeholder engagement, analytical and project management skills
- Experience managing budgets in a complex environment
- A commitment to inclusive leadership, continuous improvement and high performance
