Working Arrangement: Hybrid (minimum 2 days per week onsite in the West Midlands)

This is a key leadership role responsible for driving the Council’s talent, development, wellbeing, and EDI priorities, supporting workforce transformation and enabling inclusive, high-performing services.

Key responsibilities • Lead and develop the Talent and Development team, delivering the Council’s People Strategy and workforce priorities

  • Drive talent management, succession planning, leadership development and learning initiatives

  • Lead the EDI and wellbeing agenda, promoting an inclusive and supportive workplace

  • Design and deliver organisational development and culture change programmes

  • Provide expert advice to senior leaders on workforce planning and organisational development

  • Use workforce data and insights to inform decision-making and continuous improvement

  • Lead workforce transformation projects and contribute to wider corporate change programmes

  • Build strong partnerships, promote best practice and ensure compliance with relevant policies and legislation

  • Prepare reports and business cases for senior leadership and governance forums

  • Deputise for the Assistant Director of People & Inclusion as required

Candidate requirements • MCIPD Level 7 (or equivalent) with expertise in HR, Talent, Learning or Organisational Development
  • Significant experience leading talent, leadership, learning and organisational change in a large, complex organisation

  • Strong track record of influencing senior stakeholders and shaping strategic workforce decisions

  • Expertise in EDI, wellbeing, workforce development and employee engagement

  • Experience leading teams and managing organisational transformation

  • Strong knowledge of employment and equality legislation, ideally in public sector or unionised environments

  • Ability to use workforce data and insights to drive improvement

  • Excellent communication, stakeholder engagement, analytical and project management skills

  • Experience managing budgets in a complex environment

  • A commitment to inclusive leadership, continuous improvement and high performance
