The Senior Manager, Global Policy supports the development and delivery of global policy strategies and programmes that advance sustainable, resilient and equitable health systems. The role has a particular focus on the Partnership for Health System Sustainability and Resilience (PHSSR) and related above\-brand policy priorities, translating evidence and external insights into practical advocacy, engagement and market activation.
The role coordinates complex, multi\-stakeholder programmes across global, regional and market teams and works closely with external partners, including academics, non\-governmental organisations, and peer companies from across the healthcare sector. It ensures effective governance, disciplined delivery and clear communication while helping markets convert global evidence and recommendations into locally relevant policy action aligned with AstraZeneca’s policy priorities.
Key Responsibilities

Global Policy Strategy and Programme Development: Support the development and continuous refinement of global policy programmes focused on health system sustainability, resilience and equitable access. Identify emerging policy trends, partnership opportunities and priority issues that can strengthen strategic relevance and impact.
PHSSR Strategy, Governance and Delivery: Serve as a core member of the PHSSR programme management team, supporting partnership strategy, governance and execution. Facilitate effective information exchange and alignment across partners; coordinate leadership meetings, agendas, presentations and briefings; and drive agreed actions through to completion.
External Engagement and Convening: Design and deliver external engagements that advance policy objectives, including bilateral and multilateral meetings, policy roundtables, panel discussions and flagship events such as the PHSSR Global Summit. Develop programmes and materials that enable credible, influential participation by partners and senior leaders.
Market Activation and Enablement: Partner with global, regional and market Corporate Affairs teams to define clear objectives, support programme expansion and translate global evidence into locally relevant policy activity. Enable access to PHSSR resources, promote best\-practice sharing and provide practical guidance to support market execution.
Delivery Planning and Impact Tracking: Establish robust plans, milestones and governance for AstraZeneca’s participation in the PHSSR. Track research, engagement and market impact; identify and resolve risks; coordinate timely support; and provide concise progress and impact updates to global, regional and market leadership.
Evidence, Insights and Communications: Monitor external policy developments and synthesise research, PHSSR partner perspectives and programme insights into clear recommendations, briefings, presentations and internal updates. Support the effective communication and amplification of PHSSR’s outputs across relevant internal platforms.
Partnership and Stakeholder Management: Build trusted relationships across a diverse external network, including academic institutions, NGOs, policymakers, international organisations and corporate partners. Align different interests behind shared goals and maintain effective, ethical partnership governance.
Cross\-functional Alignment: Work across Global Corporate Affairs, PAHE and regional and market teams to ensure coordinated planning and delivery. Contribute to related integrated sustainability strategy initiatives, including working closely with teams leading health equity and climate agendas.
You will be part of the Global Policy, Advocacy and Health equity team within AstraZeneca Corporate Affairs, working across the organisation and with external partners to advance policy priorities and improve outcomes for patients.
Requirements

- Relevant experience in health policy, government affairs, public affairs, the biopharmaceutical or healthcare sector, consultancy, academia, patient organisations or international institutions.
- Strong understanding of health systems, political environments and global health policy trends, with the ability to translate complexity into a clear path forward.
- Demonstrated ability to manage complex, culturally diverse and matrixed programmes, achieving outcomes through influence rather than formal authority.
- Strong programme and project management capability, including planning, governance, budgeting, risk management and performance tracking.
- Excellent written, verbal and presentation skills, with the ability to communicate effectively with senior leaders and diverse external stakeholders.
- Strong relationship\-building, collaboration and influencing skills, with sound judgement and the ability to resolve complex issues independently.
- Entrepreneurial, self\-starting and delivery\-focused, with the energy and resilience to thrive in ambiguity and take work through to completion.
- Fluent English required; an additional language is an advantage.
