Senior Manager Finance Business Partner

Work flexibly as a member of the Finance Team providing financial expertise to deliver system transformation through best practice, ensuring value for money and adherence to financial governance and controls. Developing and maintaining System financial plans

Support delivery of the NHS Strategic Commissioning Framework and LNR Operating Model.

• Undertake the role of a finance business partner with senior staff and provide expert professional financial, management and business advice to the ICB, including all aspects of the NHS healthcare regime, including secondary, community, intermediate and primary care.


• Work with colleagues to develop robust investment cases, providing support, challenge and rigour.


• Providing evaluation and economic modelling input into the development of business cases, recovery plans, joint working and partnership agreements using appropriate modelling tools and techniques.


• Analyses financial data in order to identify opportunities, working with Finance and non\-finance colleagues to deliver value for money changes. This will include the analysis of benchmarking data and will support improvement plans using appropriate modelling tools and techniques.


• Ensure that the Business Partner finance function is proactive and influential in its contribution to the ICBs strategic and operational plan.


• Work across the organisation and with internal and external stakeholders as necessary and required.


• Identify opportunities for optimising the resources available to the health.

LNR ICB

The post holder will need to build and maintain constructive working relationships with internal and external stakeholders, including but not limited to:

Internal ICB staff including managers, colleagues, and senior management as appropriate

• National and regional colleagues at NHS England


• ICS partners, including portfolio leads, Local Authorities and Provider and Place Collaboratives

Non\-NHS organisations

• Members of the public and service users as appropriate


• Matrix work across all other teams to address interdependencies and ensure alignment of mutual objectives.


• External consultancy, as required.

As part of the newly formed cluster bringing together NHS Northamptonshire ICB and NHS Leicester, Leicestershire and Rutland ICB, staff are expected to work flexibly and collaboratively across organisational boundaries to support a joined\-up approach to strategic commissioning and service improvement. There is an expectation of 40% on patch working, with office bases at County Hall, Glenfield, Leicester and Haylock House, Kettering. Staff can choose which office is their primary base for contractual purposes and travel claims.

This role will require a minimum of 2 days ‘on patch’ working in Leicestershire, Northamptonshire and Rutland in our 2 main offices or partner sites
