Job summary

The UKHSA Digital and Data Directorate provides strategic leadership and oversight for developing and managing a common and bespoke suite of performant, modern, secure, data and analytical tools, services, platforms and applications, ensuring access to high quality data and analytics services, internally and externally.

Based within the Digital and Data Directorate, the Data Product Development Division (DPD) have responsibility for providing strategic and operational oversight of the development of data products such as dashboards and platforms for use within the UKHSA and externally ensuring that data are made available to improve health security outcomes.

This includes internal products and external products such as Local Authority Data Access Platform (LADAP) and the Power Bi Centre of Excellence. Our flagship product is the UKHSA data dashboard, which builds on the influential COVID\-19 dashboard, and presents data on COVID\-19, Other Respiratory viruses, Outbreaks, Syndromic Surveillance, Antimicrobial resistance, Weather and Climate Risks, as well as a range of other Health topics and pathogens. As a Business Analyst in DPD you will work in an agile environment with colleagues in our product, user\-centred design and data teams, work closely with key stakeholders, identifying and elaborating user and business needs to enable effective development of dashboarding capabilities to meet both internal and external needs.

Job description

As a Senior Business Analyst in Data Product Development, you will identify, understand and explain business and user requirements for the UKHSA data dashboard, and internal dashboarding capabilities where appropriate. You will gather and document requirements for new datasets and features to be included on the UKHSA data dashboard, and for internal dashboards where appropriate.

You will translate business problems and user needs into a set of detailed requirements to deliver value and outcomes. This will mean working closely with internal and external stakeholders to understand their business processes, architecture, structures and needs. This role involves working on complex projects, managing stakeholder relationships, working independently and having a good understanding of the work area.

The post holder will be an experienced business analyst and will play a key role in the identification, analysis, and delivery of requirements for Data Product Development whilst working in an Agile way. The Senior Business Analyst works closely with stakeholders and aligned professions including Product Management, User Centred Design, Project Management, and Data Analysis. Your role within this team will be to:

  • Identify, investigate, analyse and use excellent communication skills to explain complex business problems and opportunities, analyse business goals, objectives, functions and processes, using relevant information and data to support the definition of requirements for developing dash capability.

  • Conduct options analysis, assess feasibility and operational impact of options that will align with Data Product Development objectives.

  • Ensure that potential business benefits are quantified, managed and realised. Contribute to business case development, helping to ensure proposed solutions meet business and user needs

  • To lead on modelling of business processes, systems, and data at varying level of complexity, and be able to understand the effect of potential changes and how business processes, systems, structures, data and roles and responsibilities interact with one another.

  • You will identify opportunities to improve business performance where appropriate, and lead the analysis, identification, design, prioritisation and implementation of process and business changes to improve business operations and services from analysis to implementation.

  • To lead on the application of business analysis and evaluation skills to support the design, execution and assessment of business process tests and usability evaluations.

  • Build capability in methods and tools and ensure these are adopted consistently.

  • Identify, analyse, challenge and validate business and user requirements for the UKHSA data dashboard, as well as internal dashboards where appropriate; You will document, co\-ordinate and review the prioritisation of requirements; use appropriate requirements management life cycle methods to complete tasks and outputs.

  • Develop strong stakeholder relationships and networks within UKHSA, and identify, analyse, manage and monitor relationships with and between internal and external stakeholders; clarifying mutual needs and commitments through consultation and consideration of impacts while focusing on user and business needs.

  • You will develop and maintain the Features Catalogue for the UKHSA Data dashboard, ensuring that new requirements that have been identified, validated with users, and taken to build are accounted for.

  • Testing: you will support testing using relevant tools and techniques; identifying business scenarios and develop acceptance criteria to ensure requirements can be traced to develop functionality; review prototypes, test plans and test outcome reporting

  • Work in an Agile way, identifying and comparing the best processes or delivery methods to use, including measuring and evaluating outcomes. You will help the team to decide the best approach, to manage and visualise outcomes; prioritise work and adhere to agreed minimum viable product (MVP), priorities and scope.

Person specification

Essential criteria

  • Educated to bachelor’s degree level in relevant subject, for example, business information systems, business management, computing and systems development and computer science, or BCS International Diploma in Business Analysis, or equivalent experience working in the field of business analysis.

  • Proven experience as a Business Analyst.

  • Excellent communication and stakeholder management skills.

  • Strong analytical and problem\-solving abilities.

  • Proficiency in business analysis tools and techniques, in particular process modelling and technical requirements elicitation.

  • Experience of Agile working.

  • Experience of Business modelling.

  • Experience of Business process improvement.

  • Experience of requirements definition and management.

  • Experience of testing: ensuring that requirements have been fully met by using appropriate tools and techniques to verify that a product or service works.

  • Commitment to continuous learning and professional development.
Desirable criteria:
  • Experience of working as a Technical Business Analyst

  • Experience of working in Data Product Development

  • Experience of Systems analysis. You can identify and analyse IT system capabilities. You can develop models and system requirements for bespoke IT systems or software packages, with minimal supervision.

  • Methods and tools. You can select and use the most appropriate tools and techniques to support the planning, analysis, development, testing, implementation and improvement of systems and services
