Bid and Proposal Engineer

An established engineering and technology business operating within the offshore energy sector is seeking an experienced Bid and Proposal Engineer to support its continued growth across global markets.

This is a key commercial role focused on managing the end-to-end bid process, coordinating technical and commercial submissions, and delivering high-quality proposals that convert opportunities into secured projects. The successful candidate will work closely with engineering, commercial, finance, and operational teams to support business development activities worldwide.

Key Responsibilities

Bid Management

• Manage the full bid lifecycle from qualification through to submission.


• Coordinate contributions from engineering, finance, legal, supply chain, and commercial teams.


• Review RFQs, ITTs, and tender documentation to identify customer requirements and key evaluation criteria.


• Maintain bid schedules and ensure all submissions meet deadlines.


• Support customer registration and pre-qualification processes.

• Prepare, write, and review technical and commercial proposals.


• Develop pricing models and commercial offers in collaboration with senior stakeholders.


• Ensure submissions are accurate, compliant, and commercially competitive.


• Tailor proposals to meet specific customer requirements across international markets.


• Produce supporting documentation including compliance matrices, technical submissions, and case studies.

• Act as a key point of contact between the business, customers, and external partners.


• Support clarification meetings and post-submission discussions.


• Assist with vendor approval and onboarding processes for major customers.


• Prepare executive-level presentation materials and commercial documentation.

• Maintain CRM and bid tracking systems.


• Produce bid pipeline, win-rate, and performance reports.


• Support continuous improvement of bid processes, templates, and approval workflows.


• Ensure compliance with company policies and industry regulations.

Essential

• Degree qualified in Engineering, Business, or a related discipline.


• Minimum 5 years' experience within bid, proposal, tender, or commercial management.


• Experience working within offshore energy, marine, engineering, manufacturing, capital equipment, or similar technical sectors.


• Strong commercial awareness with the ability to understand contracts, pricing structures, and commercial risk.


• Excellent written communication and proposal writing skills.


• Proficient with Microsoft Office and CRM systems.

• Knowledge of offshore, marine, energy, oil and gas, or related industries.


• Experience working with major international operators, contractors, or engineering businesses.


• Familiarity with technical or safety-critical equipment.


• Experience supporting vendor pre-qualification and tender submission processes.
